Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 File: 0260/M-489.1 IGSCC Examiner Qualifications AECM-85/0328 By letter dated August 17, 1983 (AECM-83/0481) Mississippi Power & Light Company (MP&L) provided information requested by your staff regarding susceptibility of Grand Gulf Nuclear Station (GGNS) reactor coolant boundary piping to intergranular stress corrosion cracking (IGSCC). Part of the information submitted addressed MP&L's plans to enhance the GGNS Inservice Inspection (ISI) Program to increase our ability for IGSCC detection. GGNS committed to the development of a program for the demonstration of examination procedures and personnel on IGSCC samples obtained from Nine Mile Point Nuclear Plant.

Subsequent to the above MP&L commitment, the Electric Power Research Institute (EPRI) - NDE center has developed and implemented a more extensive training and qualification program for ICSCC examiners. The revised EPRI program has increased the testing difficulty and is designed to improve the qualifications of personnel performing examinations for IGSCC. In addition, the personnel are tested with the actual procedures used in field applications.

Recently, the NRC staff has indicated to MP&L that all IGSCC examiners should be re-qualified by the new EPRI program prior to performing examinations during the GGNS Unit 1 Fall 1985 outage. MP&L has elected to comply with the NRC staff recommendation. The GGNS ISI contractor (General Electric A&ES0) personnel are participating in the EPRI re-qualification effort. In view of the re-qualification program, the performance of additional examiner demonstrations at GGNS provides essentially no added benefits or assurance.

MP&L considers it prudent to rely on the latest EPRI training and qualification testing and hereby provides the commitment that all personnel performing IGSCC examinations and data evaluation at GCNS will have successfully completed the revised EPRI program. Therefore, MP&L requests NRC concurrence in the withdrawal of the commitment in AECM-83/0481 to require IGSCC examiners to g perform proficiency examinations at GCNS.
