Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416 and 50-417 License No. NPF-13 File: 0260,L-860.0 Certification of Technical Specification AECM-84/0412 This will respond to Mr. Thomas Novak's letter of August 3, 1984 which transmitted the draft Amendment 13 changes to the Grand Gulf Nuclear Station (GGNS) Technical Specifications and requested that Mississippi Power & Light Company (MP&L) perform a review of that draft and certify that, with those changes, the GCNS Technical Specifications accurately reflect the plant, the FSAR and the SER.

MP&L has reviewed the draft Amendment 13 changes to the Technical Specifications. Our comments are attached.

In accordance with your request of August 3, 1984, I conclude and certify that on the basis of the results of the Technical Specification Review Program and considering the changes through proposed Amendment 13, as transmitted to us by your letter of August 3, 1984 (as supplemented by our attached comments), to the best of my knowledge, the Grand Gulf Technical Specifications accurately reflect the plant, the FSAR, as amended, and supporting documents, and the SER analyses, in all material respects.

J+ PROPOSED AMENDMENT 13 TO THE GRAND GULF TECHNICAL SPECIFICATIONS

• 1. Page 3/412-9 which was included in the package has no changes and may be omitted if desired.

• 2. Several new figures do not have change bars, in particular, the following page numbers:

3. Table 4.11.2.1.2-1 (page 3/4 Il-9) specifies under entry A.3 that the " Type of Activity Analysis" is . to be " Principal Comma Emmitterse (1-133, Others)." The parenthetical remark "(1-133, Others)" was added by the NRC to the proposed change submitted by MP&L. MP&L is not aware of the reason for which the remark was added and cannot determine whether it is correct or not. Note e, to which tne entry refers, does not mention l-133. It is possible that this is a typographical error and should be 1-131 instead. MP&L believes, in any event, that the requirement is clear whether the parenthetical remark is included or not. Also note that "Emmitters" should be " Emitters."
