Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-13 File 0260/0840/L-860.0 Proposed Amendment to the Operating License (PCOL-82/08 and PCOL-82/09)

AECM-82/396 In accordance with the provisions of 10CFR 50.59 and 10CFR 50.90, l

Mississippi Power & Light (MP&L) requests an amendment to license NPF-13 for Grand Gulf Nuclear Station Unit 1. The proposed amendment has two l parts:

l A) One-time exceptions to Technical Specifications needed, prior i to exceeding 1.0 percent of rated thermal power for the first I time, to allow Non-Nuclear Heat Up (NNHU) and, B) Delete the existing Operating License Condition 2.C.(12)(c)

I and substitute the new part 2.C.(12)(c) which stipulates three events as milestones determining the time of completion of three separate aspects of the environmental qualification of equipment program.

1 In accordance with provisions of 10CFR 50.30, three (3) signed originals and forty (40) copies of the requested amendment are enclosed. The attachment provides the complete technical justification and discussion to support the requested amendment. This amendment has been revieced and accepted by the Plant Safety Review Committee (PSRC).

In accordance with the requirements of 10CFR 170.22, we have determined the proposed amendment to be Class II. A remittance of

$1,200 will be express mailed this date as an attachment to this letter.
