Subject:

Responsibility for the AGN-201 and Other Facilities in the Nuclear Engineering and Health Physica Program

Dear Dr. Karam:

1. Confirming the conversation of Dr. John Kallfelz with you on March 22, 1984, you are assigned responsibility for the AGN-201 reactor. Your responsibilities are those described for the " Reactor Supervisor" in the application for a construction and operation permit for this reactor (October 1967). For the assignments designated in this letter you will report to Dr. John Kallfelz, Associate Direstor of the School of Mechanical Engineering, who will report to me.
2. As you know, this reactor has not operated since 1979, and no one at Georgia Tech holds a valid senior operator's licenso. Since this license is a requirement for the designation " Reactor Supervisor", this position is presently not filled. You should take steps to obtain this license as soon as practical; when this is accomplished, I will designate you as " Reactor Supervisor".

3 You should take steps to move the fuel and in. core neutron source of this reactor to the fuel storage vault of the Georgia Tech -

/ - 9esearch Reactor, as discussed in the October 5,1982 lett er of Dr. J.

el Davidson to Mr. Cecil Thomas of the U.S. Nuclear Regulatory

..nmission (USNRC). This move should be accomplished as soon, as fossible.

4 You are responsibic for updating the Proposed Emergency Plan (November 3, 1982) for this reactor, so that it meets the requirements of the USNRC. The updated plan should of course reflect - the recent administrative changes which have merged the School of Nuclear Engineering and Health Physics with the School 'of Mechanical Engineering.

5. 'In a March 27 conversation with Dr. Kallfelz, Dr. T. E. Stelson suggested that Mr. Jack Spurlock extend his present study of.GTRR decommissioning to include the AGN-201 Please take steps to insure that this is done.
