EMERGENCY EXERCISE Nov. 26,1996 OBJECTIVES:

1. To test the NNRC Emergency Orfannation's response to a "NOUE" emergency event;
2. To demonstrate a new Emergency Director's ability to handle an emergency situation:
3. To demonstrate that NNRC personnel are trained properly and can respond appropnately to an emergency situation;
4. To demonstrate that emergency procedures are adequate and can be followed: ,
5. To demonstrate that emergency communications symms are functional, and
6. To use the emergency communication system in summoning help from the State of ,

Georgia.

SET-UP The Reactor has bceu .lefueled for the Olympics. Primary water has been dramed from the reactor and is in its storage container in the basement. The Hot Cell is empty. 'Ihe barn contains campus and NNRC low level waste. It is a dark, gloomy, ominous and rainy morning!

9:00 AM Controllerinitiates exercise by handing Card One to Adrainimative Secretary CARD ONE: You havejust received a telephone call from the Police C.,, iro. erd informing you of a " Tornado Watch" and requesting that NNRC take appropriate precautions. 'Ihe NNRC Director, the -

1. Notify NNRC staff and students using PA system.

3. Assistant Reactor Manager assumes role cf Es y. cy Director (ED) 9:03 AM or upon receipt of Tornado Watch call from Administrative Secretary. Controller gives out Card Two to Ameistant Reactor Manager:

CARD TWO: "Ihe GT Police have called again and informed ytm that a tornado has been ,

sighted one mile WNW of NNRC and moving toward NNRC. The tornado " watch" is now a tornado

" warning".

9:30 Damage Assessment CARD FOUR: Team one: "No damage to Reactor, Hot Cell or NNRC" CARD FIVE: Team two: " Barn is torn open and part of the roofis missing--possible spread j contamination from paper waste."

Alldata is based upon count rates using a pancake probe ratemeter plus direct exposure readags with ionindon chamber detectors. Rain has stopped and the clouds are dispersing giving opemngs of blue sky.
