_ A. General The GTRR remains under a sa'e shutdown condition as stated in Enclosure 2 of our letter dated August 7,1997,' The reactor facility is in compliance with its license conditions and current

            - B. Activities for the Month The following activities were performed during the month of August,1997:
             -e.     : Final draft of the P-O-L amendment request was completed on August 4,1997;

FOR: Technical and Safety Review Committee SUBECT: Meeting With the Home Park Community improvement Association - August 11,1997 An information briefing on decommissioning of the Neely Research Reactor was presented to the Home l Park Community improvement Association at 7:00 PM on Monday, August 11,1997. This was I;i l . conjunction with the Association's monthly meeting at the Tenth Street United Methodist Church. The briefing was presented by Bill Mil.ar as part of a general update on campus planning activities. The following pointswere covered:

1. The President of Georgia Tech has made a firm decision to decommission the reactor;
2. The reactor fuel, which was removed before the Olympics, will not be replaced; ,
3. Georgia Tech has applied to the United States Nuclear Regulatory Commission for a Possession Only 1.icense, the first formal step in the decommissioning program;
4. Georgia Tech has retained a professional consulting firm to assist in decommissioning planning;
5. Decommissioning will include removal of all radioactive reactor components within the constainment building. Although a schedule has not been developed, Georgia Tech anticipates the work to remove radioactive components will begin in late 1998, pending approval from the NRC;
6. There are no plans at this time to demolish the conatinment building. The building willlikely be convertod to research and academic use.

Following the briefing there were no questions on the decommissioning program. The information was well received and ended with spontaneous applause from approximately sixty Home Park residents in attendance. Dear Mr. Folk:

As per our discussion on August 13,1997, I hereby notify you of the Georgia Tech Neely Nuclear Research Center's need to terminate its heavy water loan agreement with the Department of Energy and return the heavy water in our ( possession. The termination of this loan is being requested since we are decom-missioning our research reactor. We currently have heavy water stored in seven different containers. We have 20,738 lbs of heavy water in a storage tank and another 799 lbs in the purification system, in eddition we also have heavy water stored in five drums: Drum # Contents wt% D,0 Weiaht of D,0(ibs) 18582 SRP Specification D2O 99.60 242 15872 SRP Specification D 2O 99.77 372 18624 SRP Specification D2O 99.78 502 16850 High Purity Collection 92.52 83 16851 Low Purity Collection 17.82 33 One drum (#18624), containing the SRP Specification D2 0, has an unbroken seal. We desire to remove the heavy water from the facility in the immediate future if possible. We will provide you with samples from the storage tank, the purification system, and the unsealed drums as soon as you inform us of the requirements you have on the handling and collevion of such samples. .
