50-160, License No. R-97 This is to inform you that Dr. Henry C. Bourne, Acting President of the Georgia Institute of Technology, has changed the organizational structure of the Neely Nuclear Research Center to that which is delineated in the enclosed two letters.

We will be shortly submitting to the Nuclear Regulatory Commission a request to amend our Technical Specifications to reflect this change. This change has been communicated to Mr. David Verrelli of your staff by telephone.

Dear Dr. Stelson:

Pursuant to your request of May 27, 1987, regarding the reorganization of the Neely Nuclear Research Center and based on input and comments from other sources including members of the Nuclear Safeguards and Radiation Protection Committees, I have concAuded that effective July 1,1987:

1 All nuclear research and safety issues shall be the responsibility of the Neely Nuclear Research Center from the standpoint of institutional administrative structure.

2. The existing Office of Radiologicc1 Safety shall be abolished and a new office of Radiation Safety shall be established as a unit of the Neely Nuclear Research Center. The attached organizational chart delineates the new structure.
3. The membership of the Nuclear Safeguards Committee shall be enlarged and its responsibility increased to cover radiaticn protection to all nuclear activities on campus.

4 The Radiation Protection Committee shall be abolished.

5. The responsibility for the safe operation of nuclear activities on a day to day basis shall rest with the Neely Nuclear Research Center.

Operation shall be governed by written procedures approved in advance by the Nuclear Safeguards Committee.

6 The responsibilities of Dr. R.A. Karam as Director of the Neely Nuclear Research Center are expanded in accordance with the new organizational structure.

Dear Dr. Kahn:

l I am pleased to appoint you Chairman of the Nuclear Safeguards Committee and Georgia Tech's Radiation Safety Officer. As you know, the Neely Nuclear Research Center is being restructured to what is shown in the attached chart.

The Radiological Safety Officer shall henceforth be the Chairman of the Nuclear Safeguards Committee. This committee membership and responsibilities are as follows:

The Committee shall be composed of senior technical personnel who collectively provide experience in reactor' engineering, reactor.. operations, chemistry and radiochemistry, instrumentation and control. systems, i

radiological' safety, radiation protection, and mechanical and electrical systems.

The Committee shall meet' quarterly and as circumstances warrant. Written records of.the proceedings, including any recommendations or occurrences, shall be distributed to all Committee members and the President's office. l l

The Committee shall:

Review and approve proposed experiments and tests utilizing the reactor facility which are-significantly different from tests and experiments ,

previously performed at the GTRR.

Review. reportable occurrences.

Review and approve proposed operating procedures and proposed chandes to operating procedures which change the original intent of the operating procedure in a non-conservative manner.

Review and approve proposed changes to the facility made pursuant to 10 CFR 50.59(c).

Audit reactor operations and reactor operational records for compliance

,with internal rules, procedures, and regulations and with licensed provisions-including Technical Specifications.

Audit existing operating procedures for adequacy and to assure that.

they achieve their intended purpose in light of any changes since their implementation.
