Project Manager, Standardization and Non-Power Reactor Projects Division of Reactor Projects U. S. Nuclear Regulatory Commission Washington, D. C. 20555

Dear Mr. Adams:

SUBJECT:

EMERGENCY PLAN REVISION NUMBER, DOCKET 50-160 LICENSE R-97 Per our recent telephone conversation concerning the proper revision number for the Georgia Tech Emergency Plan, it is understood that Revision No. I was the last to be approved by your office. The history of later revision numbers is noted below.

In July 1988, an amendment to the GTRR Technical Specifications was approved by the USNRC which reflected a change to the organizational structure for the reactor. Consequently, '

the Emergency Plan was changed to reflect the new approved management structure and was distributed locally as Revision 2.

After the distribution, the clerical staff noted that typographical errors were present on the title page. These were corrected and sent out as the third revision to the' Plan. In reality, other than the organizational structure, ne changes were made to the plan.

A review of the Emergency Plan was performed during November  :

1988, which pointed out the need for editing. This was performed and the revision was sent to you for approval as Revision 4.

Technically, this revision should be considered as Revision 2 since former editions have never received official approval.

This revision of the Emergency Plan includes the new organizational changes and all the editorial improvements. We recommend that the submittal to you be designated as Revision 2 and that all other versions of the Plan be discounted.
