and Qualification Plan" and Appendix "C",

Appendix "A", " Security Plan for the Protection, Receipt and Storage of Special Nuclear Material and Special Security Measures During Refueling Operations", (Confidential), is being submitted as Revision 23, without changes, under separate cover.

The implementation schedule for specific changes is documented under t Attachment 1 to this letter. Those changes which are not specifically identified in Attachment I were implemented on the effective date of the document. Explanations of all changes are documented under Attachment 2 to this letter.

We request that the attached information be withheld from public ,

disclosure pursuant to the provisions of 10 CFR 2.790 (d) and 10 CFR 73.21.
