LICENSEE: Dominion Nuclear Connecticut, Inc. Virginia Electric and Power Company, Inc. FACILITIES: Millstone Power Station, Unit Nos. 2 and 3 North Anna Power Station, Unit Nos. 1 and 2 Surry Power Station, Unit Nos. 1 and 2 SUBJECT: SUMMARY OF OCTOBER 20, 2015, PUBLIC MEETING WITH DOMINION RESOURCES, INC., ET AL. REGARDING A PROPOSED LICENSE AMENDMENT FOR CHANGES TO EMERGENCY ACTION LEVEL SCHEMES FOR MILLSTONE, NORTH ANNA, AND SURRY POWER STATIONS (CAC NOS. MF6791, MF6792, MF6793, MF6794, MF6795, AND MF6796) On October 20, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Dominion Resources, Inc., et al. (Dominion, the licensee) via teleconference at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the teleconference was to discuss Dominion's plan to submit an application for a license amendment proposing changes to the methodology for Reactor Coolant System (RCS) sampling, which impacts the emergency action levels (EALs) for fuel clad degradation and fuel clad barrier loss. The proposed application would be a fleet submittal applicable to Millstone Power Station, Unit Nos. 2 and 3, North Anna Power Station, Unit Nos. 1 and 2, and Surry Power Station, Unit Nos. 1 and 2. A list of attendees is provided as an enclosure to this summary. The licensee's presentation is found in the meeting slides at Agencywide Documents Access and Management System Accession No. ML 15314A102. The licensee presented a summary of the following:

  • The proposed methodology for determining RCS sampling detector response results;
  • The proposed changes to the threshold tables associated with fuel clad degradation and fuel clad barrier loss;
  • Screening results in accordance with Title 10 of the Code of Federal Regulations, Section 50.54(q);
  • The proposed schedule for submittal of the associated application. The licensee stated that two EALs are being proposed for change as a result of the revision to the RCS sampling methodology. The licensee provided a detailed explanation of the specific EAL threshold specifications being changed for each facility. The licensee indicated that the license amendment request (LAR) will include a description of its 50.54(q) screening determination. Dominion stated that their planned LAR application is on track, projected for submission by the end of November 2015, and would request a 12-month NRC review.

  • The technical basis and the regulatory requirements associated with the proposed license amendment change; and
  • A comparison of each EAL scheme change which may be different between all three nuclear power station sites; No decisions were made regarding the acceptability of Dominion's proposed submittal. Members of the public were in attendance by teleconference. To date, no public meeting feedback forms have been submitted through the NRC public meeting feedback system. The public portion of the meeting concluded with several clarification questions and comments from members of the public regarding Millstone's RCS sampling strategy and the correlation of the recent unusual event at Millstone involving the RCS and shutdown cooling system.
