SUBJECT: NRC INSPECTION REPORT NOS. 50-327/90-23 AND 50-328/90-23-  ;

'This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by l

R. Shortridge and W.-Gloersen on June 25-29, and July 30, 1990. The inspection  :

included & review of activities authorized for your Sequoyah facility. At the  ;

conclusion of the inspection, the findings were discussed with those nembers of  :

your staff identified in the enclosed Inspection Report. l

Areas examined during the inspection are identified in the report.- Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of -

activities in progress.

This inspection focused on worker dose maragement because sillective dose at -

your Sequoyah facility was well above your annual collective dose goal for ,

fiscal year 1990. Particular attention was directed to assessing management ,

awareness of, involvement in, and support for your facility's ALARA program. ,.

( Although there were no violations identified, we are concerned because several-

of the weaknesses identified in the suninary of the report.have been found et  :

other facilities to be early precursors of a significant program decline.  ;

We therefore encourage you to ' provide increased managenent. attention to

radiological controls to assure that such a decline does not occur at Sequoyah.

We are aware of the large work scope of the Unit 1, Cycle 4 outage and the dose

reduction initiatives taken at your facility during the outage; however, during '

the inspection, weaknesses were noted in your program to manage occupational

dose that nerit your attention. Most significant was the failure by managenent

to use a realistic collective annual dose goal as a tool to manage collective

l dose, particularly with the compressed outage schedule.

The enclosed report docunents proposed licensee actions-(Paragraph 3) outlined

by a licensee representative, and discussed during the exit interview, and

again by. telephone on July 30, 1990, between D. Collins, B. Wilson. J. Brady..
