Dear Mr. Collins:

This letter is to propose supplemental changes to the Administrative Controls (Section 7.1 and 7.4) of the Fort St. Vrain Technical Specifications. These changes include those previously submitted in

- Reference (8) above and incorporate supplemental changes with respect to the Minimum Shift Crew Composition requirements and the Plant Operations Review Committee. This submittal supercedes those identified in References (6), (7), and (8). h 8310130193 830928 }

~2-Please note that proposed change to Section 7 of the Fort St. Vrain Technical Specifications have also been submitted via Public Service Ccompany letter dated September 28,1983(P-83322). Depending upon the sequence of Nuclear Regulatory Commission approvals on each i submittal, a format change to the Section 7 proposed in this letter may be required.

A summary of the proposed changes is provided in Attachment 1, and the changes themselves are provided in Attachment 2. Attachment 3 contains an evaluation of the significant hazards considerations involved in the proposed changes.

In accordance with the provision of 10 CFR 170, we believe that amendment fees should not be required since this application is a supplement to the submittal in Reference (8) and safety issues have not been introduced.
