Dear Mr. Hunter:

i Public Service Company of Colorado (PSC) submitted proposed changes to the Fort St. Vrain (FSV) Technical Specifications for the Plant Protective System (PPS) Instrumentation in a letter dated June 21, 1985, referenced above. The proposed changes were formatted to the Model Westinghouse Standard Technical Specifications. An Analysis Value was defined for each PPS parameter, then Allowable Values and Trip Setpoints were calculated through detailed analyses accounting for instrumentation error and drift.

As stated in the above reference, the helium circulator trip on programed feedwater fl ow-l ow, although a PPS input, was never included in the FSV ~ Technical Specifications. PSC comitted to perform an analysis for this parameter using methodology consistent with the other PPS inputs and submit the revised Trip Setpoint and Allowable Value by October 1,1985.
