Dear Mr. Hukill:

t The staff and its consultant, EG8G, Idaho, have completed thel review of your i responses to_ Items 3.1.3 and 3.2.3 of Generic letter 83-28 Required Actions .

Based on Generic Implication of Salem ATWS Event, dated July 3.1983. .

Item 3.1.3 (Post-Maintenance Testing of Reactor Trip System (RTS) Components) t requires that licensees and applicants identify, if applicable, any' ,

- post-maintenance test requirements for the RTS_in existing technical 1 specifications which can be demonstrated to degrade rather than enhance ,

safety. Item 3.2.3 extends this same requirement to include,al1 other *
safety-related components. Any proposed technical specification changes. .

,' resulting from this action shall receive a' pre-implementation review by NRC.

f. .You responded to our concerns by letter dated November 8, 1983. In your- ~ j i

letter you stated that, to date, you have not identified post-maintenance test L requirements in existing technical specifications which could be' demonstrated U -

., to degrade rather than enhance safety. Accordingly, we conclude that your

- responses to Items 3.1.3 and 3.2.3 are acceptable and these issues are
resolved, t l 1 Sincerely, j 'QCIG12ML SIGGD M Jctsi J. stui4" -
