Emergency Proposed Technical Specification Amendment Application

Dear Mr. Berkow:

This letter submits an emergency Technical Specification amendment in accordance with 10CFR50.91, paragraphs 5 and 6. Public Service Company of Colorado has determined the existing Fort St. Vrain Technical Specification requirements pertaining to shock suppressors, (snubbers), may not allow replacement of mechanical snubbers with hydraulic snubbers and vice versa. The affected Technical Specifications are LC0 4.3.10 and SR 5.3.8. The energency change is necessary due to the fact that mechanical snubbers associated with the Vent Stack System, System 22 and System Instrumentation have been identified for immediate replacement and are listed in Table 4.3.10-2 of the Technical Specification. Suitable replacements or spare parts for these snubbers are not available, and the snubbers cannot be refurbished. Failure to replace the aforementioned mechanical snubbers with equivalent hydraulic snubbers will restrict plant operation and may require plant shutdown. A safety evaluation was prepared and concluded that no unreviewed safety question exists concerning replacement of these snubbers.

A sumary of the proposed changes is provided in Attachment 1, and the proposed changes themselves are provided in Attachment 2. Please note that Attachment 2 includes only those pages that have been revised.

Attachment 3 contains the Significant Hazards Consideration for the proposed changes. This report concludes that the change will not increase the risk to the health and safety of the public nor does it involve any significant hazards consideration.

On December 3,1985, Mr. Albert J. Hazle, Director, Radiation Control Division, Colorado Department of Health, was notified concerning this emergency Technical Specification amendment application request to allow Mr. Hazle and the State of Colorado sufficient time to consider the change.

PSC has been diligently pursuing deleting any distinction between hydraulic and mechanical snubbers as well as any identification of specific snubbers. This change has been pursued as part of the Fort St. Vrain Technical Specification Upgrade Program (initial draft 4/1/85, final draft 11/30/85) for Specification 3/4.7.10 in accordance with the Standard Technical Specifications as well as the requirements contained in Generic Letter 84-13. The schedule for this ongoing effort will not, however, provide the required relief for the current snubber situation.

In accordance with the provisions of 10CFR170, an application fee of

$150.00 is enclosed.
