Gentlemen:

By letter dated July 16, 1984 (Serial Number 1043), Toledo Edison submitted an

" Integrated Living Schedule Program (ILSP) Plan for the Davis-Besse Nuclear Power Station (DBNPS)". In a following letter dated August 4, 1984 (Serial Number 1061), Toledo Edison submitted a License Amendment request to

' incorporate the ILSP into the DBNPS Operating License. Since the submittal of these letters there have been significant management program. changes at the DBNPS which have affected the Integrated Living Schedule Program. These changes are discussed below.

A Resource and Commitment Management Program has been established in place of the ILSP to optimize the allocation of resources in meeting Nuclear Group objectives. The Resource and Commitment Management Pregram, under the direction of the Integrated Planning Manager, in conjunction with the Action Planning Committee (committee of senior managers) and with final approval by the Davis-Besse Workscope Committee (director level membership), utilizes a rational process to identify, validate, prioritize, budget, plan, schedule, approve, and implement the allocation of Nuclear Group resources and commitments. The Integrated Planning Manager reports to the Director of Planning and Support. In this organization there are planning and scheduling groups responsible for all planning and scheduling' activities. These responsibilities include, but are not limited to, the planning, scheduling, and coordination of plant activities associated with refueling, preventative and corrective maintenance, equipment overhaul, technical specifications, surveillance, and plant modifications. Accordingly, Toledo Edison has in place an effective process for planning and scheduling activities, including regulatory requirements, based on their importance to the Nuclear Group.

Serial Number 1575 Page 2 The current Davis-Besse planning and scheduling programs meet the intent of the aforementioned ILSP. As a result, Toledo Edison hereby withdraws the ILSP License Amendment Request and subsequently, vill not submit any future updates to the ILSP Plan. Nuclear Regulatory Commission commitments previously scheduled utilizing the ILSP are now scheduled utilizing the Resource and Commitment Management Program. Actions concerning the DBNPS ILSP should now be considered closed.
