Subject: Inspection Report No. 50-289/87-17

During the period from September 4, to October 2, 1987, members of NRC Region I

staff conducted routine safety inspections at your facility. We documented the

results of that inspection in the enclosed report. At the conclusion of the

inspection period, Mr. D. Johnson of my staff summarized the inspection

findings with you and other members of your staff. l

With respect to the reactor trip of September 16, 1987, you are encouraged to

continue your efforts in reducing balance of plant trips that originate in the

secondary plant. As we previously discussed, the NRC staff regards these trips

as challenges to reactor safety systems, and your efforts expended on increas-

ing the reliability of the balance of plant trip system are worthy of

additional attention.

This letter also, acknowledges the receipt of licensee internal correspondence

provided to our Office of Nuclear Reactor Regulation (NRR) on July 21, 1987,

which included an explanation of the circumstances surrounding the early

criticality experienced during the startup of June 24, 1987.

No response to this letter is required. Thank you for your cooperation in

these matters, j
