Noncompliance with NPDES Permit Peach Bottom Atomic Power Station Permit No. PA. 0009733 Gentlemen:

I DESCRIPTION OF NONCOMPLIANCE:

The total phosphorus.of samples from discharge point 501 (Sewage Treatment Plant) exceeded the monthly average and maximum permit limit.

Date Sample Taken 9/11/87 9/24/87 Date Results Received: 9/19/87 10/5/87 Results.of Analysis: 3.9 mg/l 8.2 mg/l Monthly Average (actual) 6.1 mg/l Permit Limitation 2.0 mg/l monthly average 4.0 mg/l instantaneous maximum CAUSE OF NONCOMPLIANCE:

The cause of the noncompliance is an inability of the sewage treatment plant to continuously reduce the phosphorus level below the permit limits.

DURATION OP NONCOMPLIANCE:

The duration of the noncompliance has been intermittent since the receipt of the new permit limits in October, 1985.

. defective and removed from service on: September <23. The system p .is.being monitored and phosphorus grab samples'are being;taken on 1

.a daily basis.to determine:the correct amount of chemical feed.

PREVENTION OP FUTURE OCCURRENCES:

The' damaged' pressure filter.is being repaired and will be returned to service by;the end-of October. An engineering consultant l(BCM).was scheduled in to evaluate operation of the sewage treatment plant. The BCM consultant visited on site on October 16, 1987. Per_his recommendation the second; aeration i tank was put in service-on' October 19, 1987. A sewage treatment plant. operator-training course.was' contracted from BCM for several Peach Bottom employees.- This course will commence November 5, 1987.
