Noncompliance with NPDES Permit Peach Bottom Atomic Power Station Permit No. PA 0009733 Gentlemen:

DESCRIPTION OF NONCOMPLIANCE:

The pH of samples from discharge point 301 (Wastewater Settling Basin) exceeded the permit limit.

Date Samples Taken 10/2, 10/3, 10/7, 10/9, 10/12, in October 1985: 10/13, 10/14, 10/15, 10/16, 10/17 10/19, 10/26 Date Results Received: Same.as date taken

Results of Analysis: 9.2, 3.2, 9.8, 10.9, 4.2 4.3, 10.6, 9.8, 9.2, 9.5, 9.2, 3.2 Permit Limitation: pH 6.0 to 9.0  ;

Note: The pH limit for this internal monitoring point is l a new limitation and does not agree with past practices of EPA and DER. Both EPA and DER policies have been that if pH is limited at the outfall to the river, pH limits on internal monitoring points are not required. This pH limitation is under review by the Regional DER office.

CAUSE OF NONCOMPLIANCE:

The cause of the noncompliance was three-fold. The operators had not been informed of the new permit requirement in the first weeks of the month. Demineralizer regeneration was required more of ten than normal because the demineralizer resin became organically fouled. The pH monitors for the neutralization tanks -

and raw water sumps were found to be out of calibration.  !

5 CORRECTIVE ACTION:

{,n, The operators were informed of the new NPDES permit requirements during the latter part of October,1985. Acid and

  1. caustic were used.to adjust the pH of the settling basin to within permit limitations. The resin is being replaced in both

'domineralizar trains ("A" train was completed November 6, 1985).

- :The neutralization tank pH monitor and the raw water nump pH S.

ct,. monitor have been recalibrated. This was completed on November . 4, 1985.

9 PREVENTION OF ~ FUTURE OCCURRENCES:
