Noncompliance with NPDES Permit Peach Bottom Atomic Power Station Permit No. PA 0009733 Gentlemen:

DESCRIPTION OF NONCOMPLIANCE:

The thermal discharge from discharge point 001 (Cooling Towers) exceeded the permit requirements (Part C).

Date Measurement Taken: 3/29/87 Date Measurements Received: 3/30/87 Results of Analysis: The number of cooling towers in service was 0.

Permit Limitation: At least 1 tower was required.

i CAUSE OF NONCOMPLIANCE:

l A noncompliance is believed not to have occurred and is being submitted due to erroneous recorded measurements and permit requirements.

The number of cooling towers that were in service was fewer than the number required for the recorded river water

l temperature. Malfunctions of the river temperature monitors resulted in recorded inlet river water temperatures higher than the actual water temperature recorded at Holtwood. The recorded i

Holtwood temperatures were approximately 12 degrees lower than i l

the recorded inlet temperatures at Peach Bottom. Based on ]

Holtwood river temperature a noncompliance did not occur.

DURATION OF NONCOMPLIANCE:

l l The noncompliance lasted for approximately one day based on Peach Bottom recorded temperature. The noncompliance did not occur based on Holtwood temperature.

CORRECTIVE ACTION:

A third circulating water pump was put in service on March 30, 1987 at 0600. Malfunctioning temperature monitors have been verified and removed from service for repairs.

PREVENTION OF FUTURE OCCURRENCES:

The malfunctioning monitors are being repaired. The surveillance test is being rewritten to clarify what actions are to be taken when the river water temperature and plant conditions require additional cooling towers to be in service.
