SUBJECT:

Noncompliance with NPDES Permit l

Peach Bottom Atomic Power Station Permit No. PA 0009733 Gentlemen:

DESCRIPTION OF NONCOMPLIANCE:

A sample taken from storm drain #101 exceeded the oil and grease ,

monthly limit.

Date Sample Taken: 1/27/89 Date Results Received: 2/3/89 Results of Analysis: 113.9 ppm Permit Limitation: 15 ppm average, 30 ppm maximum CAUSE OF NONCOMPLIANCE:

The cause of the noncompliance was most probably residual oil from a previous event. This drain normally has no flow. When a small flow was observed on January 27, 1989, a slight oil sheen was noticed and a sample was taken. In order to get a sample, it was necessary to dip the sample out of less than two inches of standing water.

DURATION OF NONCOMPLIANCE:

The duration of the noncompliance is estimated to be less than one day.

( To: Department of. Environmental Resources Page 2 o CORRECTIVE ACTION:

p The corrective actions included:

1) Placing an oil absorbent material at the discharge of the

~

storm drain inside the oil retaining boom on January 27, 1989. l

2) A sample was also taken at the end of the discharge canal.

The results of this sample taken on January 28, 1989.was 1.2 i ppm.

3) The residual oil absorbent materials from inside the boom area was cleaned on January 30, 1989, since then no additional evidence of oil was noted. ]

PREVENTION OF FURTHER OCCURRENCES:

The zurn oil separator from the diesel building, which discharges to  !

sample point 101, was disassembled and inspected on February 7, 1989. It was found to be clean and working properly.

The collector basin at sample point 101 has collected rock and gravel from the storm drain that interferes with sampling. This material will be removed from the basin. The estimated completion date is February 28, 1989.
