DESCRIPTION OF NONCOMPLIANCE:
The total phosphorus of samples from discharge point 501 (Sewage Treatment Plant) exceeded the permit limit.

CAUSE OF NONCOMPLIANCE:
The cause of the noncompliance is believed to be the phosphates contained in cleaning products used on site.
DURATION OF NONCOMPLIANCE:
The duration of the noncompliance has continued since the receipt of the new permit limits in October 1985.

CORRECTIVE ACTION:
Nineteen cleaning products have been sampled and analyzed for phosphorus.
Of these products three have been identified as possible major phosphorus contributors.
These products are a)
Power Pac Degreaser b) Husky Bowel cleaner and c) Septin disinfectant.
A meeting with Building Maintenance was held on December 4, 1985.
The problem relating to cleaning products was discussed.
Building Maintenance agreeded to provide a list of all products used and the monthly volumes of each.
Building maintenance is to restrict use of the above three products to minimal levels until alternate products can be procurred.
Our Engineering Department is evaluating treatment systems that can reduce the total phosphorus to within permit limitations.
We recognize that a ferric chloride treatment system has been approved by the Department, however, there may be adverse biological reaction with the installation of this type of system.
