SUBJECT:

Noncompliance with NPDES Permit Peach Bottom Atomic Power Station Permit No. PA 0009733 Gentlemen:

DESCRIPTION OF NONCOMPLIANCE:

The total phosphorus of samples from discharge point 501 (Sewage Treatment Plant) exceeded the permit limit for the monthly average for February,1987.

Date Sample Taken 2/4/87 2/26/87 Date Results Received: 2/17/87 3/10/87 Results of Analysis: 2.2 mg/l 2.7 mg/l Monthly Average Analysis: 2.4 mg/l Monthly Average Permit Limitation: 2.0 mg/l Monthly Average 4.0 mg/l Instantaneous Maximum CAUSE OF NONCOMPLIANCE:

The cause of the noncompliance is the sewage treatment plant is not able to reduce the phosphorus to below the permit limit.

DURATION OF NONCOMPLIANCE:

The duration of the noncompliance has continued since the receipt of the new permit limits in October,1985 except, for August and November, 1986.

CORRECTIVE ACTION:

The feed rate of Ultrion has been increased to approximately 18 ml/ min. Phosphorus levels and biological activity were monitored in an effort to preclude biological upsets. The average phosphorus level was 2.4 ppm (effluent). There have been no biological upsets during this period.

I e '4 PREVENTION OF FUTURE OCCURRENCES:

Continued monitoring of phosphorus and adjustments of l chemical feedrate has resulted in a decrease in effluent  ;

phosphorus levels for February over that of the December and  ;

January (4.8 ppm and 4.0 ppm). Installation of the site modifications to provide better chemical control and phosphorus removal is scheduled to begin within a month.

Very truly yours,

/
