Noncompliance with NPDES Permit Peach Botton Atomic Power Station Permit No.
PA 0009733 Gentlemen:
DESCRIPTION OF NONCOMPLIANCE:
The total phosphorus of a sample from discharge point 501 (Sewage Treatment Plant) exceeded the permit limits for instantaneous maximum and the monthly average for the month of May, 1986.

The cause of the noncompliance is the sewage treatment plant is not able to reduce the phosphorus to below the permit limit.
DURATION OF NONCOMPLIANCE:
The duration of the noncompliance has continued since the receipt of the new permit limits in October, 1985.

. CORRECTIVE ACTION:
The phosphorus removal system was not running during the month of May, 1986.
An automatic system is being installed to have the chemical feed proportional to flow.
An automatic system is needed to prevent a buildup of chemicals, which is believed to cause a loss of biological life.
On May 13, 1986, a flow element was installed in the transfer pump discharge line to give a flow signal to the chemical addition pump.
On May 14, 1986, it was noted the flow element had clogged,and was restricting flow to the aeration tank.
The flow element was removed from the discharge line on May 14, 1986.
An evaluation of the flow element indicated it could not be modified to prevent clogging.
A new flow element was ordered which will operate on pressure instead of flow.
The new flow element was installed June 10, 1986.
Another outside consultant (BCM Eastern Inc.) visited the site and toured the sewage treatment plant on May 13, 1986.
BCM performed the conceptual development and design work on the sewage treatment plant.
They will submit a proposal as to the assistance they could provide.
