Noncompliance with NPDES Permit Peach Bottom Atomic Power Station Permit No. PA 0009733 Gentlemen:

DESCRIPTION OF NONCOMPLIANCE:

The total phosphorus of samples from discharge point 501 (Sewage Treatment Plant) exceeded the permit limit for the monthly average and instantaneous maximum for January, 1987.

Date Sample Taken 1/7/87 1/28/87 Date Results Received: 1/29/87 2/11/87 Results of Analysis: 2.1 mg/l 5.9 mg/l Monthly Average Analysis: 4.0 mg/l Monthly Average Permit Limitation: 2.0 mg/l Monthly Average 4.0 mg/l Instantaneous Maximum CAUSE OF NONCOMPLIANCE:

The cause of the noncompliance is the sewage treatment plant is not able to reduce the phosphorus to below the permit limit.

DURATION OF NONCOMPLIANCE:

The duration of the noncompliance has continued since the receipt of the new permit limits in October, 1985 except for August and November, 1986.

CORRECTIVE ACTION:

During the month of January 1987, the feed rate of Ultrion was increased to approximattiy 15 ml/ min. Phosphorus levels and biological activity were monitored in an effort to preclude biological upsets. The average phosphorus level was 4.0 ppm (effluent). There have been no biological upsets during this period.

PREVENTION OF FUTURE OCCURRENCES:

The recommendations from the October 1986 visit of BCM Eastern, Inc., are being implemented via site modification.

l The modification package has been approved by station management and the equipment has arrived on site. Preliminary work is scheduled to begin within a month. Completion of this project should provide better chemical control and better phosphorus removal.
