Noncompliance with NPDES Permit Peach Bottom Atomic Power Station Permit No. PA 009733 Gentlemen:

DESCRIPTION OF NONCOMPLIANCE On September 7,1989, an unanticipated bypass of the on-site sewage treatment plant resulted in discharge of not more than 1000 gallons of untreated sewage to the cooling water discharge pond. The discharge occurred through the yard drain line rather than the normal discharge outfall 501 (Sewage Treatment Plant). This event was reported by phone to Mr. J. Flesher of your staff on September 7, 1989.

CAUSE OF NONCOMPLIANCE During excavation of a plant cooling water line, a section of buried 6 inch cast iron sewage line was discovered to have cracked. Removal of the earth above the line allowed a leak to propagate. The untreated water flowed into the Administration Building pipe tunnel sump which pumps to the yard drain system.

The east yard drain system which drains to the discharge pond, was partially blocked at the time restricting the release.

DURATION OF NONCOMPLIANCE Although some minor leakage may have occurred prior to excavation the major sewage line leak began at approximately 0800 en September 7, 1989. Flow from the break was observed to have completely stopped by 1000, therefore, the duration of the noncompliance was approximately 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />.

CORRECTIVE ACTION Domestic water was secured approximately one half hour after the line break was discovered. The water remaining in the yard drain was pumped to the sewage treatrient plant. The sewage pipe was repaired by 1300 on September 7, 1989.
