STN 50-498 & STN 50-499 Thy =isal Security Plan, Revision 14 Enclosed are four copies of Revision 14 of the South Texas Project Physical Security Plan. In addition, two copies of the revision are being forwarded to NRC Region IV. This document supersedes all previous revisions.

None of the changes described in this revision represent any lessening of plan effectiveness. Therefore, this document is being submitted in accordance with 10CFR50.54(p)(2).

Changes have been made to Sections 3, 4, 5, 6, 7, and 9 and Appendix A of the Physical Security Plan. Descriptions of the changes are provided in Attachment 1.

The revised Sections and Appendix of the Physical Security Plan provided with this letter require protection as Safeguards Information in accordance with 10CFR73.21. When separated from the revised Section and Appendix, this letter is not considered Safeguards Information.

3.2.5 Add responsibility for security plans and "certain procedures".

3.2.5.1 New paragraph indicating that Manager, Nuclear Security Department is approval authority for procedures originating in the Nuclear Security Support Division.

3.2.6 Reflects organizational change creation of supervisor for receipt of direct report from security department training staff.

3.2.8 Added language allowing the Manager, Nuclear Security Department to designate sucession other than that specified in this section, to S11ow greater management flexibility.

3.3.4 Added words " security-related" to egree with 10CFR 73 Appendix B 1anguage.

4.1.1 Added exception to angled barbed wire topping on Protected Area Boundary to reflect vertical topping in the vicinity of the West Gatehouse.

4.4.6 Change of organizational responsibility for keycards from Equipment and Systems Section to Operations Division.

5.1.4.1 Clarified that unescorted access granted at fingerprint submission is " temporary". Added new final sentence to indicate use of criminal history records in final access authorization decisions.

5.1.4.2 Restored Revision 12 language at request of NRC Region IV.

5.4.1.3 Add new final sentence describing turnstile keypads.

6.2.1 Amended final line to permit usuage of " dedicated security force personnel" instead of restricting function to alarm station operators.

6.2.1.1 Corrected grammatical error " surveyed" instead of "surveilled". l Added "or CAS" to end of final sentence to reflect capability of I either alarm station to perform the function.
