MINUTES FOR TiiE AUGUST 25, 1987, MEETING ON RANCHO SECO BETWEEN NRC AND SMUD REPRESENTATIVES TO DISCUSS THE

The~following is a summary of an informational meeting held on August 25, 1987 at Rancho Seco with representatives of the Sacramento Municipal Utility District (SMUD).

Region V: J. B. Martin, L. Miller, G. Perez SMUD: G. C. Andognini, K. Meyer, G. Coward, J. Ferlit, J. Shetler, L. Fossum, G. Blackburn, J. Vinquist

SUMMARY

This meeting at Rancho Seco was to review the status of-SMUD's commitments and progress since the June 9, 1987 management meeting at Rancho Seco. It was concluded at this meeting that most of the commitments of the June 9 meeting had not been met but that SMUD had made some recent progress on them.

Mr. Martin again emphasized to SMUD that these key issues must be promptly submitted to allow the Region and the NRC adequate time to properly review SMUD's resolution of each of them.

i The following topics were disucssed: i Management and Organizational Structure -- The staffing of the SMUD organization with permanent SMUD employees was nearly completed. The j maintenance manager position was the only significant position not currently filled by a SMUD employee. Recruiting for a permanent Quality Assurance manager was in progress, with a SMUD employee as the interim l QA manager. .

. Restart Commitment List -- This list was still not available in acceptable form. All work has been prioritized by SMUD and justification for the prioritization is to be completed by September 10. It was agreed that SMUD would certify that no items on the old lists have been lost in the compilation of the new list.

Quality' Assurance Role -- The quality assurance' department has apparently taken a more active role in the test program by developing quality control hold points in each test procedure. The licensee also agreed to senci the results of the completed vertical audit program to t) Region.

' Technical Specification Changes -- The licensee provided a copy of>.the-schedule previously provided to NRR to the Region, which stated th(t all change submittals would be made by the end of October. '

Test Program -- The licensee provided a test program management ovefview manual. .The detailed test program outline and system test des'criptions and matrices were to be sent to the Region and NRR by August 36.

Maintenance -- The licensee provided a copy of the preventive maintenance program which was recently developed. The licensee stated that all safety related activities would have an implemented program defined by October 25, and all safety related maintenance activities required by the program would be completed prior to restart.

The licensee also stated that prioritization of corrective maintenance required by the Technical-Specifications would be performed prior to' restart, but the rapidly changing nature of these items made it premature to perform this prioritization at present.

Engineering - .It was agreed that another meeting should be held in the near futuro to review the licensee's commitments in the Engineering Action Plan.

Other Topics -- It was agreed that another meeting should be held in the near future to review the licensee's progress with respect to the Post Accident Sampling System, fire protection, and check valve inspection program.

At the conclusion of the meeting, Mr. Martin reemphasized the importance of prompt SMUD actions to resolve these issues in the near future. He emphasized that after these issues were properly resolved, the operational readiness of the facility would require careful assessment, considering the long shutdown period for the facility.
