NOTICE OF N0'iCONFORMANCE Based on the results of an NRC inspection conducted on January J6-30,1987, it appears that certain of your activities were not conducted in accordance with NRC requirements.

Criterion V of Appendix B to 10 CFR Part 50 states: " Activities affectina

drawings, of a type appropriate to the circumstances and shall be accompliv.hed in accordance with these instructions, procedures, or drawings. Ins t er.ti 6ns ,

Nonconformances with these requirements are as follows:

1. Item 8 of Western Engine Company's Procedures for Order Processing of -

Nuclear Parts Orders states, in part, "Upon completion of inspection, a Receiving Inspection Report...will be cenerated (to insure compliance _

with customer requirements)." s Contrary to the above, P0103394 dated June 20,J986'for parts used in standby diesel generators at a conrercial nuclear power station was accepted and fulfilled by Western Fngine Corpany, yet customer require-ments were not satisfied, and the discrepancies were not identified on a Receiving Inspection Report. (31-01-02)

2. P ragraph 4.5.3 of Section 4 of the Procedures for Quality Assurance .

states, in 'part, "A calibration decal is placed on all laboratory test instrumentation indicating the date of last calibration, the calibration facility and the calibration due date."

Contrary to the above, a " master" ammeter (Modei YEY Type 2013) beina used to test an engion's output had no sticker on it to identify its ,
