Docket No. 99900772/86-01 NOTICE OF NONCONFORMANCE Based on the results of an NRC inspection conducted on February 11-13,1986, it appears that cercain of your activities were not conducted in accordance with NRC requirements.

Criterion IV of Appendix S to 10 CFR Part 50 states: " Measures shall be established to assure that applicable regulatory requirements, design bases, and other requirements which are necessary to assure adequate quality are suitably included or referenced in the documents for procurement of material, equipment,

  • and services, whether purchased by the applicant or by its contractors of sub-contractors. To the extent necessary, procurement documents shall require contractors or subcontractors to provide a quality assurance program consistent l with the pertinent provisions of this appendix."

Paragraph (4-B) of Electrical Products Inc. (EPI) Engineering Specification

2.5.1 states

"All purchase orders must have these minimum requirements:

A clear description of the supplies, showing as applicable:

specifications, drawings, process requirements, classification of defects, preservation and packaging requirements, inspection

  • requirements and certification of compliance and documentation as required by the contract or governing specs."

Contrary to the above, an EPI purchase order to Concorde Controls for a manual voltage regulator, required to operate the emergency diesel electrical generator, installed at the Grand Gulf Nuclear Power Station, did not reference the applicable drawings, revisions and specifications.
