Nh April 3, 1987 EN 87-29 0FFICE OF INSPECTION AND ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Georgia Power Company (Hatch Units 1 and 2)

PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Conmission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifth Thousand Dollars ($50,000) will be issued on or about April 8, 1987 to Georgia Power Company. This action is based on several examples of the failure to follow plant procedures which resulted in the loss of approximately 141,000 gallons of water from the spent fuel pools through the fuel transfer canal seals. These failures to follow procedures involved (1) the closing of the one valve supplying air to the fuel transfer canal seals and (2) the calibration of the transfer canal leak detection switch.

It should be noted that the licensee has not been specifically informed of the enforcement oction. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this actior. The schedule of issuance and notification is:

Mailing of Notice April 8, 1987 Telephone Notification of Licensee April 8, 1987 A news release has been prepared and will be issued after the licensee receives the Notice. The State of Georgia will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Fal10 wing NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
