Subject:
PROPOSED IMPOSITION OF CIVIL PENALTY - $75,000 This is to inform the Commission that a Notice of Violation and Proposed .
Imposition of Civil Penalty in the amount of Seventy-Five Thousand Dollars
($75,000) will be issued on or about March 3,1987 to Illinois Power Company x for Clinton Power Station. This action is based on violations in the. areas of facility desian, maintenance, and modifications. Sianificant deficiencies-were identified in the licensee's quality assurance proaram to assure that modifications to the plant were proper:iy desioned and implemented and that testina adequately verified that the' maintenance and modifications were performed as intended. In addition, the circulatina water screenhouse was not properly protected against the effects of flooding. Corrective actions for these violations must be completed prior to full power licensina.
It should be noted that the licensee has f.ot been specifically informed of the enforcement action. The Reaional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sien this action. The '

A news release has been prepared and will be issued'af ter the licensee receives the Notice. The State of Illinois will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
