This refers to the inspection conducted by Mr. E. H. Trottier of this office on January 26-30, 1987, of your facility in Itaska, Illinois and to the discussions of our findirgs with Scott Schipitz and members of your staff at the conclusion of the inspection.

The purpose of this inspection was to review the overall structure of your quality assurance (QA) program and determine how effectively it is being implemented. As the first inspection of Western Engine Company by the Nuclear Regulatory Commission (NRC), particular emphasis was placed on your 10 CFR Part 50, Appendix B, and Part 21 programs, as well as the relationship between you and your nuclear utility customers. Areas examined during the inspecticn and our findings are discussed in the enclosed report. Within thase areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

During the inspection it was found that the implementation of your 0A progran failed to meet certain NRC requirements. The most importart area of concern i was your acceptance and unouestioning fulfillment of nuclear purchase orders that specified the requirements of 10 CFR Parts 21 and 50, Appendix B applied, yet Western Engine Company has neither adopted nor implemented these programs.

l The specific findings and references to the pertinent requirerents are identified in the enclosures to this letter.

The enclosed Notice of, Violation is sent to you pursuart to the provisions of Section 206 of the Energy Reorganization Act of 1974. You are required to submit to this office within 30 days from the date of this letter a written statement containing: (11 a description of steps that have been or will be taken to correct these items; (2) a description of steps that have been or will be takan to prevent recurrence; and (3) the dates your corrective actions and preventive measures were or will be completed. Consideration may be given l

to extending your resperse time for good cause shown.

l You are also requested to submit a similar written statement for each item that

! appears in the enclosed Notice of Nroconformance.
