PIPE WALL THINNING INSPECTION PROGRAM IMPLEMENTATION EVALUATION g!TERIA l Purpose ,

The purpose of this instruction is to define the evaluation criteria for review ~

of licensee's erosion / corrosion monitoring program and its implementation.

Through selective examination of the licensee s program for monitoring pipe wall thinning, the procedures defining the activities to be accceplished are verified for consistency with licensee's program comitment.

Requirements I. Review of Licensee's Erosion / Corrosion Monitoring Program - .

1. Does the licensee's progrrht have well defined criteria for:
a. selecting inspection points  ;
b. detennining inspection frequency
c. defining method of inspection
d. enking replacement /r!.: pair decisions
2. Does the licensee's program meet the intent of WUMARC guidelines? l II. Review of Licensee's Implementation of Erosion / Corrosion Monitoring i Program
1. Inspection procedures and guidelines
a. Procedures have been properly reviewed and approved before their implementation,
b. Procedures cover periodic monitoring of high energy safety-related and nonsafety-related carbon steel. '
c. Procedures, provide for qualification or certification of personnel, equipment, or procedures consistent with established program comitments.

. 2. Qualification of inspectors ,

n. Personnel conducting MDE examinations are properly certified
b. The licensee has a well developed training program
3. Inspection method and equipment calibration
a. Method of NDE and related equipments have been calibrated against known standards for types of metals and range of thickness to be measured 6

b. Measurements of pipe wall thickness cre being accomplished in accordance with established instiactions and results are being appropriately documented.
4. Evaluation of the results of pipe wall measurements and determinations on the need for corrective action or frequency of continued periodic monitoring is being accomplished by qualified personnel.
5. Need for replacement, repair, or continued monitoring of piping which has been subjecter to pipe wall thinning has been (or will be) determined and schedule established is yet to be accomplished.
