APPENDIX B Standard Environmental Products Docket No. 99901044/86-01 NOTICE OF NONCONFORMANCE Based on the results of an NRC inspection conducted on March 17-19,1986, it appears that certain of your activities were not conducted in accordance with NRC requirements.

A. Criterion II of Appendix B to 10 CFR Part 50 states, in part: "The applicant shall establish at the earliest practicable time, consistent with the schedule for accomplishing the activities, a quality assurance program which complies with the requirements of this appendix. This program shall be documented by written policies, procedures, or instructions and shall be carried out throughout plant life in accordance with those policies, procedures, or instructions." ..

Contrary to the above, Standard Environmental Products has not established a quality assurance program to meet the applicable portions of Appendix B to 10 CFR Part 50. Purchase order #B508825 from Wisconsin Electric required that Standard Environmental Products supplied material be furnished in accordance with the Appendix B criteria. (86-01-03)

B. Criterion IV of Appendix B to 10 CFR Part 50 states, in part: " Measures shall be established to assure that applicable regulatory requirements, design bases, and other requirements which are necessary to assure adequate quality are suitably included or referenced in the documents for procurement of material, equipment, and services, whether purchased by the applicant or by its contractors or subcontractors. To the extent necessary, procure-ment documents shall require contractors or subcontractors to provide a quality assurance program consistent with the pertinent provisions of this appendix."

Contrary to the above, Standard Environmental Products did not require in procurement documents to their subvendor American Boa Inc., a quality assurance program consistent with the requirements of Appendix B to 10 CFR Part 50 for material supplied to Wisconsin Electric under Purchase Order B508825. This purchase order stated that material provided by Standard Environmenta'l Products should be supplied in conformance to Appendix B to e
