POTENTIAL ALLEGATION CONCERNING PAST DESIGN PRACTICES AT COMANCHE PEAK I On March 27 and 28,1984, I accompanied two inspectors from my section (Mr. Ang and Mr. Liu) on an inspection of the Duke Power Company design offices in Charlotte, NC.

As a part of this inspection we interviewed three contract design engineers and three Duke Power Company design engineers concerning[the application of the alternate analysis criteria for small bore piping systems]. Questions were primarily directeo inWe area of training receiveo, understandability of the procedures, and how comfortable the designers were with systems designed using alternate analysis criteria.

One of the contract design engineers, A. Taufique of Associated Technology, made the statement that he had used the alternate analysis method before he started at Duke 4 years ago. His experience was when he worked for Gibbs and Hill on the Comanche Peak job.

He elaborated on his past experience at Comanche Peak by saying that that job had been yary backwar_d_ in that the procedures were not nearly as good as the Duke Power alternate analysis procedure. In fact for parts of the analysis there were i no procedures at all (e. g. thermal caTcuTatTdns were based on an ITT Grinnell Handbook rather than a procedure; seismic spanning was not covered by procedure; ,

etc.). He went on to say that he was not comfortable with what was being done so he lef t.

He concluded by saying that he understands that alternate analysis is not being done at Comanche Peak now but he has reservations about what was happening four plus years ago.

The information in this memo will be followed up during the upcoming special inspection at Comanche Peak by Region 11 personnel. Depending on what informa-tion is developed there, we may need to interview Mr. Taufique again.
