Gentlemen:

This relates to your telephone notification of the results of analyses and inspection / testing for Class 1 piping supports at the Rancho Seco plant in accordance with IE Bulletin 79-02, and to the discussion (by telephone) of these results between Messrs. R. H. Engelken (and members of the Region V and NRC Headquarters staffs) and P. Oubre (and representatives of your con-sultants - Bechtel Corporation) on July 20, 1979.

Based upon discussions with Mr. Dubre on July 20, 1979, it is our understanding that you are to take the following actions.

1. Complete the reanalysis of 12 pipe supports which have yet to be reanalysed for design safet;y factor determination, and report the results of these to the Region V office promptly.

It is expected that this effort, which will complete the reanalysis of all (approximately 197) Class 1 piping supports to which the Bulletin is applicable, will be completed by Bechtel on July 20, 1979.

2. For 6 piping supports where the results of reanalysis have shown design safety factors less than 2, you are to complete modifications necessary to provide design safety factors of greater than 5 by July 25, 1979.

For the single support in this group with a design safety factor less than 1.8, you are to complete modifications by July 21, 1979.

3. All piping supports which reanalysis has shown design safety factors between 2 and 5 and which are not accessible during plant operation, of which there are currently a total of 9, will be inspected / tested for proper installation during the next plant cold sh .tdown.
