RANCHO SECO NUCLEAR GENERATING STATION - GENERIC LETTER 83-28 ITEM 4.5.1 By letter dated November 4,1983 you responded to a number of Generic Letter (G.L.) 83-28 items including Item 4.5.1. From our review of the information provided for Item 4.5.1 we have concluded that based on (a) your present technical specification requirement to test the reactor trip breaker undervoltage trip mechanisms monthly, (b) your comitment to modify the shunt trip mechanism to provide an automatic trip and the capability for independent testing, (c) your submission of proposed technical specification requiring monthly testing of the shunt trip attachment, and (d) your commitment (as stated in response to Item 4.4) to perform monthly testing of the silicon controlled rectifiers used in the reactor trip system, you satisfactorily conformed to the requirements of Item 4.5.1 of G. L. 83-28.

Our Safety Evaluation is enclosed for your information.
