Parsons direct verbal contact with NNECo personnel either by phone, meetmgs, or interview I requires prior notification to the NRC in order to allow time for observation by the NRC ICAVP oversight team or NEAC.

2.3 CONNECTICUT NUCLEAR ENERGY ADVISORY COUNCIL (NEAC) j Office facilities will be provided at Parsons' Reading, PA offices and at the local site office

2.4 OTHER INTERESTED PARTIES Notification of meetings, rueeting summaries, telecons, and findmgs and resolutions will be posted on the World Wide Web (WWW) to facilitate public access to ICAVP information.

Formal correspondence, meeting summaries, reports, findmgs and resolutions, requests for additional information (RAI) and requests for documents (RFD) will be available in the Public Document Room (PDR) in accordance with the Distribution Matrix in Exhibit 2-1.

2.5 PRIME CONTACTS Exhibit 2-2 provides the addresses and telephone numbers for the pnmary contact (s) of the Parsons ICAVP review team personnel autlerized to receive written and verbal communication and to interface with the media, public and other interested parties. No other Parsons' personnel are authorized to receive formal documents or to have direct contact with the media or public unless an altemate is dwignated in writing.

3.0 MEDIA INTERACTION All public or media request of Parsons personnel for an interview, information and/or comment concerning the ICAVP will be handled through the Project Director. The Project Director will consider the request and detennine the appropriate response.

4.0 PROCESSING INCOMING OR OUTGOING DOCUMENTS 4.1 DOCUMENT IDENTIFICATION All documents leceived or issued by Parsons will have a document identification number.

4.3 USE OF FAX It is anticipated that a FAX machme will be used to transmit correspondence, documents and supplemental information whenever response is critical. Documents that are FAXED will be sent to the same parties as indicated in Exhibit 2-1, and will be identified (separate cover sheet, integrated header, mehad banner) to indicate that the document is a FAX version and  !

not an original. All FAX material will be formally transmitted to the responsible parties in accordance with Exhibit 2-1.

5.0 CORRESPONDENCE Each letter will have a unique identification number and will be submitted to the Document Control Desk. Letters will be distributed to the parties identi6ed in Exhibit 2-1. Contractual and Financial correspondence between Parsons and NNECo is considered private.

6.0 REPORTS  !

The following reports will be distributed in accordance with Exhibit 2-1:

a. MONTHLY PROGRESS f

.( The Project Director will issue monthly project progress reports. The report will summarize the status of the project, identify issues and mncerns and report on progress,

b. INDEPENDENT OVERSIGHT TEAM (IOT)

The final IOT report specific content and expectations shall be defined by the Project Director toward the end of the audit.

c. TECHNICAL ADVISORY COMMITTEE (TAC)

TAC report (s) if required, will be requested by the Deputy Project Director on an as needed basis. Report content and expectations shall be defined by the Deputy Project Director .

d. FINAL ICAVP A final integrated report will be prepared and issued covering the results of the ICAVP audit.

V 7.1 STATUS AND PROGRESS ANNOUNCEMENTS  !

All planned re-occurring meetings (weekly working and progress, or monthly review and i l'

status) that takes place between Parsons and NNECo will be announced on the WWW with details concernir g their purpose, time, and place.

Mouthly meetings shall be posted one week before the scheduled meeting.

Weekly working / status meetings are planned to be scheduled for the same day each week.

Announcements for the next planned re-occurring weekly meeting will be posted the day following the completion of the current week's meetmg.

l If the NRC or NNECo request a meeting, the announcement will be made in accordance with the procedures of that organization.

, 7.2 WEEKLY a

Scheduled re-occurring working / status meetings will be held between NNECo, Parsons and other interested parties. The NRC's ICAVP oversight staff will monitor these meetings. The

(/ format of the weekly meeting will include 1) discussion on progress, 2) a working meeting to facilitate understanding among the parties ofissues that arise from the ICAVP process, and 3) 2 discussion ofinformation to assist the ICAVP reviewers to conduct their work in an efficient manner.

The day following the completion of a weekly progress / working meeting, the next week's i

meeting announcement and planned agenda will be posted on the WWW.

7.3 MONTHLY Scheduled re-occurring program review and status meetings will be held between NNECo, Parsons and other interested pwties. The NRC's ICAVP oversight staff will monitor these meetings. These meetings will be open to the public for observation. Following the program review / status discussion, an opportunity for comment and input will be provided. The format of the monthly meeting will provide a forum to present overall program status, interim findmgs, and discussion between representatives of the parties.

The week prior to the scheduled monthly meeting, the meeting announcement and planned agenda will be posted on the WWW

l 10.2 POSTING OF DOCUMENTS / ANNOUNCEMENTS Parsons meeting announcements will be updated in accordance with the frequency described in the Meeting Summaries Section of this plan. The NRC or NNECo will announce any

/) meetings with respect to the ICAVP that they initiate or plan to chair. Documents will be posted to the web site as indicated in Exhibit 2-1.

4 11.0 CONDUCT OF A#iDIT AND COMMUNICATIONS The intent of this plan is to provide a communication protocol that Parsons will use in

interfacing with the NRC, NNECo, NEAC, media and public. This plan indicates and addresses hu.v various communications will be handled. Certain day to day and administrative communications cre required for efficient project execution and are not part of 4 this plan. The following are exarnples of administrative activities that Parsons considers not
part of the communication plan

Radiation Work Permits (RWP) e Requests for inspection support activities (e.g. scaffolding, insulation removal, etc.)

Scheduled weekly working meetings, walkdowns, unplanned meetings and inteniews with NNECo personnel are not considered public meetings. During these meetings between

9 meetmgs. NEAC will be provided an opportunity to participate as a representative of the D State of Connecticut

[O i 11.1 INTERVIEWS In order to allow the NRC to monitor the interaction between Parsons and NNECo and to assure that the designated NEAC observers or their attemates have reasonable time to allow observation, Parsons will notify the NRC's designated ICAVP oversight team member (s) whenever direct contact with NNECo is required. It is anticipated that for most requests, prompt NRC response will be provided to allow the interaction to take place. A four hour notification period will be followed to allow the NRC a reasonable time period to participate.

All requests will be documented and the NRC's intention noted. Parsons will not conduct the t

interview without knowing the NRC's intention about participation.

As the audit teams begin their reviews, it is anticipated that additional unplanned working meetings will be required. Parsons will post the dates on the WWW of all planned activity at the site, such as a system walkdown, that is scheduled in advance. Additional site meetings, necessitated by visit will not be posted on the WWW 11.2 REQUESTS FOR ADDITIONAL INFORMATION (RAI)

Requests for additional infomation (RAI) are those requests that require a response to a particular question or clarification. All requests for additional information will be

] documented in writing to NNECo with distribution in accordance with Exhibit 2-1.

11.3 REQUESTS FOR DOCUMENTS (RFD)

Requests for documents (RFD) are those requests that require a specific copy of a document.

l All requests for documents will be documented in writing to NNECo with distribution in j accordance with Exhibit 2-1. Whenever Parsons requests a document that is controlled, l NNECo will add Parsons to the NNECo controlled document distribution.

12.0 FINDINGS AND RESOLUTIONS 1

Findings will be formally documented and issued concurrently to the NRC, NNECo, and l

> NEAC and posted on the WWW for public information. NNECo's response will be posted on the WWW by Parsons and reviewed by the project team before determuung the final disposition of the finding.
