t3 O W On December 14, 1981 (TED Serial No. 1-233) Toledo Edison notified you of defi-ciencies in the December 9, 1981 test of the prompt notification system (PNS) surrounding the Davis-Besse Nuclear Power Station. Attachment 1 forwards the official report of the test frota the Ohio Disaster Services Agency dated December 18, 1981. This letter is to provide the current status of PNS upgrade effort and to. address the information requested in your letter of December 15 (TED Log. No. 1-576).

The installed system was intended to provide coverage in the 0-5 mile radius from the facility. As a result of the test, the system vendor and siren manufacturer identified that inherent desiga characteristics of rotating sirens contributed to the-coverage reduction.

Due to the deficiencies in the original vendor evaluation of siren coverage, Toledo Edison has secured the services of Acoustic Technology Inc. (ATI) to

- perform a detailed evaluation of the 0-5 and 5-10 mile.

The methodology and preliminary results of that ATI evaluation are provided as Attachment 2. Identification of the appropriate siren locations to cover the Emergency Planning Zone (EPZ) is illustrated in Attachment 3. The table below summarizes the results:

1 Dockst Ns. 50-346 Licen2 No. NPF-3 Serial No. 1-235 December 30, 1981 Page Two In parallel with the evaluation efforts, Toledo Edison has initiated procurement of additional sirens. Federal Sign and Signal Corporation is the manufacturer , ,

for the additional units and has commenced shipment. They have committed to l Toledo Edison that all required sirens will arrive by mid-January. Arrangements to expedite physical installation in Toledo Edison and Ohio Edison service territories have been made including the delivery of required new poles. Exact siren locations are being field verified for suitability so that right-of-way approvals can be attained from local government organizations or private citizens.

These efforts are being directed to complete installation of an upgraded PNS to meet the criteria in Appendix 3 of NUREG-0654, Revision 1 by February 1, 1982.

Although the equipment and physical installation activities are underway the actual completion is extremely dependent on weather conditions. Toledo Edison will keep you appraised of our progress and will notify you of any delays from our current schedule due to problems in equipment delivery, right-of-way approvals or physical installation. Status reports will be provided in writing on January 8, 15 and 22, 1982.
