7 Ohio Disaster Services personnel participated as observers for the Ottawa County, Toledo 1 Edison Co. siren test on. Dec. 9,1981. _ Host observers were pre-located at_ a distance of 2-2.25 miles from the nearest siren. This put thcm at or near the outer limit of expected coverage. Once the test was completed, all observers met at the Carroll Township itall where they discussed the results with Toledo Edison and Ottawa County officials.

Group 1 - Genzman Rd. G Toussaint South (inside moving auto)
Group 2 - 163 6 Tettau (outside/inside) l Group 3 - Locust Point (outside/inside moving auto)
Group 4 - Toussaint East Approx. 1/10 mile East of Rt. 19 (in moving auto)

l Group 5 - R. 2 at Station S.W. (outside) l l Group 6 - Carroll Twp. IIall (inside building)
Group 7 - Camp Perry (inside/outsidej l
l Results:
Group 1 - Traveled south on Toussaint south to Salem Carroll Rd. ; could not hear siren until reaching Salem Carroll Rd., and only then, if the vehicle was stopped.
Group 2 - Could slightly hear the siren while outside with automobile engine off.
Group 3 - Started at Locust Point outside vehicle, then traveled down to and east on Long Bench Rd. Did not hear a siren.
Group 4 - Started just east of Rt. 19, could faintly hear the siren from start to stop at Lentz Rd.
Group 5 - This group tested sound levels at the nearest public facility (approxi-
! mately 50 ft. from base of siren pole). The levels were below the maximum 123 db.
Group 6 - Located inside the Carroll Twp. Itall; could not hear the siren at all.

- 1. Three personnel from this unit were assigned the task of listening for the siren test to identify the results.
- a. One person was jogging outdoors in the Air National Guard area.
The wind was out of the Northwest at 20 knots. Individual heard the siren faintly and he indicated that if he had not been listening for the l siren he would not have identified the warning.
( b. One individual was in the gymnasium alone playing basketball.
l lie observed the clock and stopped playing and listened for the siren. lie l faintly heard the siren and indicated that if he had not been listening l he would not have heard the warning.

- c. The last individual was located in the Administration Building i
i and was waiting for the siren and at 12:00 did not hear anything. lie then went to the window where he could faintly hear the siren. lie then went to the door to verify the warning. Ilowever, standing in the middle of the building or sitting at his desk, the siren could not be heard.
I d. The personnel located in the lunchroom area were questioned l after the warning and they all denied hearing any siren.

l 2. It is the opinion of this office that the warning system that was tested today was virtually ineffective for the Air National Guard area l
located at Camp Perry,0hio. We feel that the existing warning system i l cannot be relied upon for proper notification to this area. If there !
