TELEPHONE CONFERENCE CALL COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATIONS AUGUST 3-4, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest (the applicant), held telephone conference calls on August 3-4, 2011, to discuss the following response to the request for additional information (RAI) concerning the Columbia Generating Station (Columbia) license renewal application (LRA).

Response to RAI B.1.4-1 The NRC requested the applicant to clarify the summary description of the ongoing operating experience review activities for the updated final safety analysis report (UFSAR) supplement provided by letter dated July 11, 2011. The staff explained the need to clarify this description to better capture the purpose of the operating experience review activities. Specifically, the staff emphasized that the operating experience review is not meant to be a one-time event, but rather an ongoing effort so that it can inform the future maintenance of aging management programs. The applicant stated that it understands the staff's concerns and stated that it will provide an LRA supplement.

In addition, the applicant explained how it will review operating experience for new aging management programs (Le., those programs described in the LRA and implemented at a future date). The applicant clarified that these new programs would be enhanced prior to their implementation, as determined necessary by the ongoing operating experience reviews. The staff understood this clarification to mean that, under the applicant's process, all aging management programs would be continually informed by reviews of operating experience, regardless of the program implementation schedule.

The staff will not send an additional RAI.
