1. Topical Report CPC-1-A, Revision 12, now addresses only the Quality Assurance program for Midland design, construction and testing activities.

The Quality Assurance program for Palisades, Big Rock Point and Midlan'd operations phase activities is described in Topical Report CPC-2-A (the

! Quality Assurance Program Description for Operational Nuclear Power Plants).

I 2. ' Topical Report CPC-1-A is revised to show only those organizational-i responsibilities and commitments which are applicable to Midland design, construction and testing activities.

3. The Introduction to Topical Report CPC-1-A addresses nuclear fuel 1 procurement, spare parts procurement and the relationship between CPC-1-A and CPC-2-A.

.4. Topical Report CPC-1-A, Policy 1, Organization, is revised to reflect:

a. The addition of the Director, Environmental and Quality Assurance, to the Midland Project Office, with responsibility for the Midland Project Quality Assurance Department; Q

b. A more appropriate emphasis on the Midland Project Quality Assurance Department's major. QA role in the Project; , i

5. Topical Report CPC-1-A, Policy 2,' is revised to include Consumers Power Company commitments and exceptions to NRC Regulatory Guides 1.58 and 1.146, in accordance with J W Cook's letter (Serial 14605 dated November 2, 1981) to H R Denton. These are consistent with those previously approved in CPC-2-A.
