RESPONSE TO GENERIC LETTER 85-07 IMPLEMENTATION OF INTEGRATED SCHEDULES FOR PLANT MODIFICATIONS Attached for your information and use is a completed copy of Enclosure 2 from Generic Letter 85-07.

While we support the concept of an integrated living schedule ( ILS),

we do have reservations which we feel require discussion prior to a decision to implement an ILS. For the present, we have indicated our intent to implement an informal ILS only. We anticipate that the differences between an informal and formal ILS will be a part of any future discussions.

ATTACHMENT RESPONSE TO ENCLOSURE 2 (Generic Letter 85-07)

Item B.l Our reservations related to the implementation of a formal ILS are basically as follows:

1) Me are concerned with including schedules in the plant operating license. Should a schedule change become necessary, even if the NRC staff agrees to the change, the license amendment process is so cumbersome as to cause concern over the ability to process the change in a timely manner. Me propose that the license contain a statement that "items shall be completed on a schedule agreed to by the NRC staff". Schedule changes, if necessary, can then be negotiated outside of the license amendment process.
2) At the present, we do not have a large backlog of NRC required changes; thus, an informal ILS would seem to be adequate. Me consider schedule commitments to be binding whether they are in the license or stated in a letter... Me need to understand how the NRC views
