Grand Gulf Nuclear Station FILE 0272/0491 Operational QA Manual - Change in Responsibilities AECM-81/35 In compliance with the Mississippi Power & Light Operational Quality Assurance Manual (MPL-TOP-1A), we are submitting the following organizational changes which have become effective recently. This includes changes in respon-sibilities for the Assistant Vice President, Nuclear Production, the Nuclear Plant Manager and changes in title for the Nuclear Project Manager and Senior Vice President, Engineering, Production, and Construction. The managemant respon-sibility of the Nuclear Plant Manager and the Nuclear Project Manager have been previously described in our letters to you AECM-80/16 dated January 17, 1980, and AECM-80/131 dated June 17, 1980. The Senior Vice President, Engineering, Production and Construction position has become the Senior Vice President, Nuclear.

The Senior Vice President, Nuclear has been released from all non-nuclear respon-sibilities so that he can devote full time management capabilities to the Grand Gulf Project.

, The Management responsibilities of these manager positions and that of the l Assistant Vice President, Nuclear Production, and a newly created Site Manager position have been or will be changed as described in Policy 1. Paragraphs 1.3.2, l 1.3.5, 1.3.7, 1.4.4 and Policy 2, Paragraph 2.5.7 as follows.

I "1.3.2 Assistant Vice President, Nuclear Production l

The Assistant Vice President, Nuclear Production reports directly to the Senior Vice President, Nuclear, and is immediately respon-l sible for establishing corporate quality assurance policies, goals, l

and objectives for operations and for administration of all functions associated with the operation of the Grand Gulf Nuclear Station, including those delegated to the Quality Assurance Organization.

He has the authority and responsibility for the development, imple-mentation and verification of the Quality Assurance Program. He maintains a continuing involvement in quality assurance matters and assesses the scope, status, implementation and effectiveness of the program through review meetings, status reports prepared by the Manager of Quality Assurance, y

It is his responsibility to assure that the require-ments of the Operational Quality Assurance Program are imple-mented by the organizations under his direction."

"1.3.5 Nuclear Plant Manager The Nuclear Plant Manager reports to the Assistant Vice President, Nuclear Production and is delegated the responsibility and authority for assuring the safe, reliable and efficient operation of the plant within the constraints of applicable regulatory requirements and the operating license. He supervises the operating plant staff; approves Plant Administrative Procedures; implements design changes and plant modifications and repairs; reports appropriate matters to management and the Safety Review Committee; and generally administers plant operations on a day-to-day basis. He has overall responsi-bility for execution of the Operational Quality Assurance Program at the plant and has the authority to stop work in any activity at the plant which is not in conformance with program requirements.

The Nuclear Plant Manager is assisted in carrying out his responsi-bilities by both the Assistant Nuclear Plant Manager and the Support Services Manager as well as the' operating plant staff, which includes individuals knowledgeable in plant operations; plant mechanical, electrical, and electronic systems; nuclear engineering, chemistry and radiochemistry; radiation protection; quality assurance, training and plant security.

In addition, the Nuclear Plant Manager oversees the activities of the Plant Safety Review Committee and provides for necessary liaison with the Safety Review Committee as a member of that committee."

"1.3.7 Manager, Nuclear Services

( The Manager, Nuclear Services reports to the Assistant Vice President, Nuclear Production and is responsible for directing the activities of the Nuclear Services Staff. The Nuclear Services Staff is responsible for securing the licenses and permits required to construct and operate the plant; management of the nuclear fuel cycle; and maintenance of the general office nuclear records system. The Nuclear Services Staff also provides technical support and assistance in the areas of procurement, l safety analysis, environmental protection, health physics, emergency planning, and fire protection. This staff provides support to the l Assistant Vice President, Nuclear Production in matters related to l administration, budgeting, cost control, and Safety Review Committee l activities. It is the responsibility of the Manager, Nuclear Services to assure that these functions are_ performed in accordance with the l requirements of the Operational Quality Assurance Program."

Haass, Chief AECM-81/35 Quality Assurance Branch Page 3 "1.4.4 Site Manager The Site Manager reports directly to the Senior Vice President, Nuclear and is delegated the responsibility for the administra-tion of all functions associated with the design, construction, and performance of preoperational and startup tests at the Grand Gulf Nuclear Station."

"2.5.7 Preoperational and Startup Testing and Plant Turnover The Site Manager, who is responsible for the administration of all preoperational and startup phase activities for the plant, provides the management interface with the principal contractors in planning and providing for preoperational testing and plant turn-over. The Site Manager is responsible for the performance of pre-operational testing, startup tests, and plant turnover activities with support supplied by the principal contractors. Prior to the actual turnover, written procedures are developed by these organi-zations for the control of the transfer of all portions of tha' plant.

Procedures which address the preoperational, initial startup, and plant turnover phase of plant operations are contained in the GGNS Startup Manual.

Appropriate Quality Assurance Procedures provide for auditing and appropriate Plant Quality Procedures provide for monitoring preoperational testing, startup, and plant turnover activities to verify conformance with Quality Assurance Program requirements.

The Manager, Nuclear Services is responsible for coordinating the-turnover of design and construction records and documentation from contractors and vendors."

These changes will be incorporated in Revision 2 to the Operational Quality Assurance Manual and are delineated in the attached figure.
