Dear Dr. Seaborg:

I am alarmed at published reports that two utilities may be given Atomic Energy Commission permission to lay concrete at the proposed Davis-Besse anclear power plant even before public hearings on the project have been scheduled.

A nuclear plant cannot be built legally without AEC permission and a hearing. Excavation at the Besse-Davis site is already underway, and to allow foundation work would be tantamount in

the public mind to giving a go-ahead to the full $270 million project.

The AEC argument that there is a difference between foundation work and actual construction is highly invalid. It just does not make sense.

Foundation work cannot be isolated from work on the rest of a proposed structure. Once foundations are completed, the plant will be well dovm the road toward completion.

If subsequent testimony at public hearings prompts AEC to withold a construction permit, the immediate losers will be every

  • customer of CEI and Toledo Edison, the citizens whose bills pay for capital expenditures. An enormous calculated waste of money will have occured, because two utilities--aided by the AEC--

rushed into construction.

There is no such urgency that necessitates us moving before public hearings.
