Fort Calhoun Public Meeting This an NRC Category 3 public meeting for the purpose of discussing and obtaining public comments on a request from OPPD to release part of the controlled property of the Fort Calhoun Station for unrestricted use.

  • Permanently ceased operations on October 24, 2016.
  • Entered decommissioning when the spent nuclear fuel was certified to have been permanently removed from the reactor vessel on November 13, 2016.
  • OPPD announcement to actively decommission the site.

  • Used for unrestricted release of areas before license termination
  • Prior written approval from NRC required
  • Typically applied to outlying unused areas
  • Different requirements for impacted vs non-impacted areas*
  • Non-impacted areas - areas with no reasonable potential for residual radioactivity in excess of natural background or fallout levels 6

  • There is no reduction in the effectiveness of emergency planning or physical security
  • Effluent releases remain within license conditions
  • Environmental monitoring program and offsite dose calculations are revised to account for the changes
  • All other applicable statutory and regulatory requirements continue to be met 7

  • Licensee performs a historical site assessment of the part of the facility or site to be released
  • Provide the results of the safety evaluations performed in accordance with § 50.59
  • Provide the reasons for concluding that the environmental impacts associated with the proposed release are bounded by previously issued environmental impact statements 8

  • Determine whether the licensee has adequately evaluated the effect of releasing the property relative to dose, emergency planning, security, environmental, and regulatory requirements

  • OPPD Surveys conducted to support release of sites for unrestricted use
  • OPPD conducted environmental site assessments to verify that the properties proposed for release were not impacted by previous operations involving radioactive materials
  • NRC will conduct confirmatory surveys to confirm the licensees findings 12

  • Surveys conducted by NRC and ORAU staff, Oak Ridge, TN on behalf of the NRC
  • ORAU is NRCs independent contractor with experience, equipment, and trained staff to conduct radiological surveys
  • ORAU developed and submitted a proposed sampling plan to NRC prior to onsite inspection (will be made publicly available)
  • Confirmatory survey was conducted this week and consisted of surface scans and soil sampling.
