SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) requested that Oak Ridge Institute for Science and Education (ORISE) perform confirmatory survey activities of areas classified by the licensee as non-impacted. The confirmatory survey is intended to generate independent radiological data for the NRCs evaluation of the non-impacted classification assigned to land areas included in the licensees request for partial site release. The confirmatory survey, performed November 27-29, 2018, included surface gamma scanning and collection of randomly selected volumetric soil samples. No elevated direct radiation was identified during surface gamma scanning. Subsequently, no judgmental samples were collected. Radionuclides that were identified in soil samples were attributable to natural sources and not site operations.

Evaluation of the Cs-137 background data set and the ORISE confirmatory data set was performed via the one-sample Sign test. Based on the results of the Sign test, there is no evidence to reject the null hypothesis in favor of the alternativei.e., the mean Cs-137 concentration of the confirmatory samples is not statistically greater than that reported in the background evaluation document.

ORISE did not identify anomalies that would prevent the classification subject areas as non-impacted.

1. INTRODUCTION The Fort Calhoun Station (FCS) is a commercial nuclear power plant, located near Blair, Nebraska, that was operated by the Omaha Public Power District (OPPD) under U.S. Nuclear Regulatory Commission (NRC) license No. DPR-40. FCS is a Combustion Engineering pressurized water reactor, rated at 1,500 megawatt thermal, which operated from 1973 to 2016 (TSSD 2017). After shutdown the fuel was removed from the reactor vessel and the plant was placed in SAFe STORage (SAFSTOR).

OPPD has requested NRCs approval for the removal of approximately 241 hectares (595 acres) from their Code of Federal Regulations Title 10, Part 50 license. OPPD is requesting the partial site release in two Phases: Phase 1 and Phase 2 (OPPD 2018a and 2018b), each of which is a separate land area as described in Section 2. The land areas associated with the requests have been categorized as non-impacted by the licensee and, as such, plant-derived radionuclides in concentrations exceeding background should not be present. Characterization surveys to substantiate the non-impacted classification were performed by the licensee, and results are summarized in the requests for partial site release.

2. SITE DESCRIPTION The FCS is located approximately 32 kilometers (20 miles) north of Omaha, Nebraska, in Washington County; Figure 2.1 provides an overview of the site boundary. The site is approximately 243 hectares (600 acres) and is bounded on the east by the Missouri River and by U.S. Highway 75 on the west. In addition to the primary site, OPPD owns a perpetual easement on 192 hectares (475 acres) of land east of the Missouri River in the state of Iowa.

Figure 2.2 depicts land areas associated with Phase 1 and 2 of the request for partial site releasethe focus of this confirmatory assessment. The surface land is relatively flat and averages approximately 305 meters (1,000 feet) above mean sea level. Land area surrounding the site is primarily used for farming activities, including the land area of Phase 2.

3. DATA QUALITY OBJECTIVES The data quality objectives (DQOs) described herein are consistent with the Guidance on Systematic Planning Using the Data Quality Objectives Process (EPA 2006) and provided a formalized method for planning radiation surveys, improving survey efficiency and effectiveness, and ensuring that the type, quality, and quantity of data collected were adequate for the intended decision applications. The seven steps in the DQO process are outlined below:

7. Optimize the design for obtaining data 3.1 STATE THE PROBLEM The first step in the DQO process defined the problem that necessitated the study. The licensee for the FCS is requesting approval from the NRC to remove non-impacted survey areas from its 10 CFR Part 50 license. The NRC requested ORISE to perform confirmatory surveys at FCS to provide independent contractor documentation and field reviews, and generate radiological data, to assist the NRC in evaluating the licensees request for partial site release. Therefore, the problem statement was as follows:

Confirmatory surveys must be performed to generate independent radiological data to assist the NRC with their assessment of the non-impacted classification of land areas included in the licensees request for partial site release.

3.2 IDENTIFY THE DECISION The second step in the DQO process identified the principal study question (PSQ) and alternate actions (AAs), developed a decision statement, and organized multiple decisions, as appropriate.

This was done by specifying AAs that could result from a yes response to the PSQ and combining FCS Non-Impacted Land Areas 3 5333-SR-01-0

the PSQ and AAs into a decision statement. Table 3.1 presents the PSQ, AAs, and combined decision statement.

3.3 IDENTIFY INPUTS TO THE DECISION The third step in the DQO process identified both the information needed and the sources of this information, determined the basis for action levels, and identified sampling and analytical methods to meet data requirements. For this effort, information inputs included the following:

  • OPPD characterization and background study soil sample analytical results
  • ORISE soil sample analytical results
  • ORISE gamma walkover surveys 3.3.1 Radionuclides of Concern The primary radionuclides of concern (ROCs) identified for the FCS are beta-gamma emitters fission and activation productsresulting from reactor operation (OPPD 2018c). Previous review FCS Non-Impacted Land Areas 4 5333-SR-01-0

of the facility operating history, historical events, and the results of radiological surveys documented in the historical site assessment in accordance with 10 CFR 50.83(a)(2) has been completed (OPPD 2018a). As a result of the review, the subject land areas were classified as non-impacted, meaning that any of the plant-derived ROCs should not be present in excess of background.

The only plant-derived fission-product that would be detectable in background is Cs-137, which is due to global fallout (OPPD 2018a and 2018b). A background study to evaluate the Cs-137 concentration in the non-impacted land areas due to global fallout was performed (OPPD 2018d).

The mean Cs-137 concentration in soils surrounding the subject land areas is 0.104 picocuries per gram (pCi/g), with standard deviation of 0.105 pCi/g (OPPD 2018d). It is noted that the mean background concentration was calculated with minimum detectable (MDC) values in lieu of actual sample results, which has the potential to bias the mean high. However, in this case the mean calculated using the OPPD 2018d background data set, excluding the MDC values, yields a value slightly larger than the stated value of 0.104 pCi/g. Therefore, subsequent decision rules were evaluated using the Cs-137 background concentration stated in OPPD 2018d.

3.4 DEFINE THE STUDY BOUNDARIES The fourth step in the DQO process defined targeted populations and spatial boundaries, determined the timeframe for collecting data and making decisions, addressed practical constraints, and determined the smallest subpopulations, area, volume, and time for which separate decisions must be made. The licensee has subdivided the subject land areas into multiple survey units (SUs).

SUs associated with Phase 1 are: L4-001, L4-002, and L4003; Phase 2 is composed of SUs E4-001 and E4-002. Temporal boundaries to complete this survey were limited to two and a half 10-hour days on site. Based on the relatively uniform Cs-137 variability (presented in OPPD 2018e), the five SUs were combined into a single confirmation unit.

3.5 DEVELOP A DECISION RULE The fifth step in the DQO process specified appropriate population parameters (e.g., mean, median), confirmed action levels were above detection limits, and developed an ifthen decision rule statement. As discussed in Section 3.3, Cs-137 was the only plant-derived ROC expected in concentrations above the analytical MDC. Therefore, for this survey effort, the parameter of interest was the mean Cs-137 concentration in the non-impacted land areas. in the non-impacted land areas was compared against the background mean concentration via a one-sample statistical hypothesis test. Hypothesis testing adopts a scientific approach where the survey data are used to select between the baseline condition (the null hypothesis, H0), and an alternative condition.

The null and alternative hypotheses were stated as:

H0: Non-impacted land-area Cs-137 concentration population mean/median (CU) is less than or equal to the background mean concentration (B).

HA: Non-impacted land-area Cs-137 concentration population mean/median is greater than the background mean concentration.

The Sign test is a non-parametric statistical test of the median concentration and does not account for the magnitude of individual results. Therefore, individual sample results must also be evaluated against an elevated measurement action level threshold. The 95% upper prediction limit (UPL95),

based on the Chebyshev inequality, of the OPPD background Cs-137 concentration data set was used as the action level threshold. The UPL95 based on the Chebyshev inequality was chosen as it does not require any assumptions regarding data distribution. The UPL95 was determined to be equal to 0.599 pCi/g by using ProUCL, version 5.1.

The decision rule was stated as follows:

If the null hypothesis is not rejected and each individual sample result is below the UPL95if applicable, then conclude survey area Cs-137 concentrations are consistent with background; otherwise, perform further evaluation(s) and provide technical comments/recommendations.

3.6 SPECIFY LIMITS ON DECISION ERRORS The sixth step in the DQO process specified the decision makers limits on decision errors, which were then used to establish performance goals for the survey. There are two types of decision errors to consider, Type I (typically designated as alpha or ) and Type II (typically designated as beta or ).

A Type I error occurs when the null hypothesis is rejected when it should not be, also known as a false positive, and reflects the confidence level in the decision. A Type II error is incorrectly failing FCS Non-Impacted Land Areas 6 5333-SR-01-0

to reject the null hypothesis when the alternative hypothesis is true. The ability to reject the null hypothesis when it is false is known as the power of the test (power is defined as 1- ). This is also known as a false negative. Two orders of control were implemented to minimize decision errors regarding decision statements introduced in Table 3.1.

The first order of control was to select decision error rates that were conservative yet still allowed for the project to be completed within the study boundaries. The Type I error rate was set to 0.05, that is, a 5% chance of concluding the survey area is not representative of background when it actually is. The Type II error rate and subsequent power achieved is dependent on the number of samples collected and the concentration variability in the sample set. A discussion of the planned sensitivity of the statistical test relative to actual sensitivity is provided in Section 6.3.

The second order of control was to optimize the confirmatory field measurement and laboratory analytical MDCs. Field scanning MDCs were minimized by following the procedures referenced in Section 4.

3.7 OPTIMIZE THE DESIGN FOR OBTAINING DATA The seventh step in the DQO process included review of the DQO outputs, developing data collection design alternatives, formulating the mathematical expressions for each design, selecting the sample size to satisfy DQOs, deciding on the most resource-effective design of agreed alternatives, and documenting the requisite details. Specific survey procedures are presented in Section 4.

4. FIELD PROCEDURES The ORISE survey team performed visual inspections, measurements, and sampling activities within accessible portions of the Phase 1 and Phase 2 non-impacted open-land areas. Survey activities were conducted in accordance with the ORAU Radiological and Environmental Survey Procedures Manual and the ORAU Environmental Services and Radiation Training Quality Program Manual (ORAU 2016b and 2018).

4.1 REFERENCE SYSTEM Global positioning system (GPS) coordinates were used for referencing measurement and sampling locations. The specific reference system used was NAD 1983 (CORS96) Nebraska State Plane federal information processing standards 2600 in meters.

4.2 SURFACE SCANS Surface scans of land areas were performed with Ludlum Model 44-10 sodium iodide (NaI) scintillation detectors coupled to Ludlum Model 2221 ratemeter-scalers with audible indicators.

Ratemeter-scalers were also coupled to GPS systems that enabled real time gamma count rate and spatial data capture. A 50 meter x 50 meter area (2,500 m2 grid) was delineated around each random soil sample location. Low to medium density surface scans were performed within each grid. Three grids were located in heavily forested areas, which prevented gamma walkover surveys (see Section 6.1 for further discussion). Scans were also performed in judgmentally selected areas based on the potential for run-off accumulation, migration pathways, and indication of anthropogenic disturbance. Additionally, instrument response was captured when survey personnel navigated to the next sampling location. It is noted that certain randomly selected locations were positioned in forested areas resulting in limitations to scan density.

4.3 SOIL SAMPLING The prospective number of samples required to meet project DQOs was determined using Visual Sample Plan (VSP), version 7.7a, with the licensees characterization data as inputs (ORISE 2018). In all, 25 surface soil sampling locations were randomly selected. One-minute static NaI counts were performed at each sample location pre- and post-sample collection. The static measurement was used to assess if there was a potential for contamination at depth. No elevated radiation levels of concern were noted at depth at any of the sample locations. Appendix A, Figures A.1 and A.2 present soil sampling locations in Phase 1 and Phase 2, respectively.

5. SAMPLE ANALYSIS AND DATA INTERPRETATION 5.1 LABORATORY ANALYSIS Samples and data collected on site were transferred to the ORISE facility for analysis and interpretation. Sample custody was transferred to the Radiological and Environmental Analytical Laboratory in Oak Ridge, Tennessee. Sample analyses were performed in accordance with the ORAU Radiological and Environmental Analytical Laboratory Procedures Manual (ORAU 2017). Soil samples were crushed, homogenized, and analyzed by gamma spectrometry for gamma-emitting fission and activation products. The spectra were also reviewed for other identifiable photopeaks; in particular, ROCs characterized by multiple direct or progeny photopeaks were compared for concentration consistency to identify those photopeaks that may have had interference by the presence of one or more of the other ROCs. Analytical results are reported as gross concentrations in units of pCi/g.

5.2 GRAPHICAL PLOTS Gamma radiation scan results are presented as gross count per minute (cpm) results. Walkover data were binned, color coded, and presented in posting plots.

Gamma walkover scan data and Cs-137 soil sample results were graphically displayed using quantile-quantile (Q-Q) plots. The Q-Q plot is a graphical technique for evaluating the population distribution of a data set. Population distributional aspects can be evaluated in a single plot, such as:

shifts in scale, changes in symmetry (skewness of data), and the presence of outliers (due to contamination).

Q-Q plots were generated using R, version 3.5.2. In viewing the Q-Q plots, the Y-axis represents the measurement result (in either units of cpm or pCi/g). The X-axis represents the data quantiles about the mean value. A normal distribution that is not skewed by outlierse.g., a background radiation populationwill appear as a straight line, with the slope of the line subject to the degree of variability among the data population. Values less than the mean are represented in the negative quantiles, and the values greater than the mean are represented in the positive quantiles. More than one population distribution, such as multiple background distributions or background plus contamination, will appear as an exponential-shaped function.

5.3 STATISTICAL TEST The Sign test is performed by subtracting the mean background Cs-137 concentration from each confirmatory soil sample. The number of positive differences are then summed. This value, denoted as S+, is the Sign test statistic. A positive difference corresponds to a measurement above the mean background concentration and evidence that the median decision area concentration may exceed the background value. S+ is then compared to the critical value (k). If S+ is greater than k, then the null hypothesis is rejected in favor of the alternative. If S+ is less than k, then there is insufficient evidence to reject the null hypothesis. It should be noted that failing to reject the null hypothesis does not mean the null is true.

6. FINDINGS AND RESULTS 6.1 SURFACE SCANS Surface scan maps for Phase 1 and Phase 2 are presented in Figures A.3 through A.5 and Figures A.6 through A.12, respectively. NaI detector response ranged from approximately 5,600 cpm to 13,000 cpm with mean of approximately 9,100 cpm in the Phase 1 land area. For the Phase 2 land area, NaI detector response ranged from approximately 4,000 to 12,000 cpm with an average of approximately 8,200 cpm. Figure 6.1 provides a Q-Q plot of the scan data collected from each phase. Based on the straight line of the Q-Q plot, the scan data collected from both phases represent an approximately normally distributed background data set. As indicated by the step-type function in Figure 6.1, the Phase 2 scan data were collected from areas with two different gamma backgrounds, though still normally distributed. No areas in either Phase 1 or Phase 2 were flagged for additional investigation; direct gamma radiation levels were not audibly distinguishable from localized background.

Surveys were initially attempted in grid 5333S0019; however, vegetation posed a personnel safety risk. In lieu of surface scans in the aforementioned grids, areas near the vegetation boundary were scanned. The survey team investigated and sampled 5333S0005 without the GPS equipment due to logistical constraints.

Therefore, scans were performed without real-time data capture. The surveyor did not identify any anomalies and determined that NaI detector response was consistent with the other grids in Phase 1.

6.2 SOIL SAMPLING Individual confirmatory soil sample results are presented in Appendix B. As previously discussed, the primary ROCs identified for the FCS are beta-gamma emittersfission and activation productsresulting from reactor operation (OPPD 2018c), and the only ROC detectable should be Cs-137 (OPPD 2018a and 2018b). Cesium-137 was positively identified, above the analytical MDC, in 16 of the 25 randomly selected confirmatory soil samples.

Table 6.1 presents Cs-137 summary statistics for soil samples collected in Phase 1, Phase 2, and the collective confirmatory unit. The maximum Cs-137 concentration of 0.372 pCi/g was observed in a Phase 2 sample (5333S0024). The average Cs-137 concentration for the confirmatory survey FCS Non-Impacted Land Areas 11 5333-SR-01-0

decision area (Phase 1 and 2 combined) was 0.09 pCi/g, which is less than the mean background concentration. Other radionuclides detected in the soil samples are naturally occurring and not attributable to site operations.

As indicated by the exponential-shaped curve, the data are not normally distributed. Further evaluation using ProUCL, version 5.1, concluded that the Cs-137 confirmatory data set follows a lognormal distribution.

Q-Plot for Cs-137 Concentration in Confirmatory Soil Samples 6.3 EVALUATION OF ANALYTICAL DATA As stated earlier, a one-sample Sign test was performed using the confirmatory data set relative to a fixed value of 0.104 pCi/gthe mean Cs-137 background concentration reported in the background evaluation. The Sign test statistic (S+), which is the number of values that are above 0.104 pCi/g, was 9 compared to the 95% critical value of 17. Since S+ is less than the critical value, FCS Non-Impacted Land Areas 12 5333-SR-01-0

the null hypothesis cannot be rejected. That is, there is not enough evidence to conclude that the subject area has a mean/median Cs-137 concentration greater than the background mean concentration. Due to the manner in which the hypotheses were statedthe subject area is less than background by defaulta retrospective analysis of the test performance was evaluated. The retrospective power was estimated using the approach outlined in NUREG-1505 (NRC 1998).

Figure 6.3 provides a retrospective power curve for the Sign test relative to the prospective power curvewhich was based on the planned use of the one-sample t-test.

Therefore, Cs-137 concentrations were compared to a background threshold value (BTV) in order to evaluate the presence of non-background related data points. The maximum Cs-137 result of 0.372 pCi/g was less than the BTV of 0.599 pCi/g, as would be expected from a confirmatory survey data set representative of background.

SUMMARY

AND CONCLUSION At NRCs request, ORISE conducted independent confirmatory surveys of areas classified by the licensee as non-impacted. The confirmatory survey is intended to ensure, if supported by the data, the non-impacted classification of land areas included in the licensees request for partial site release.

The confirmatory survey, performed November 27-29, 2018, included surface gamma scanning and collection of randomly selected volumetric soil samples All individual confirmatory samples collected from the subject land areas were below the UPL95, based on the background data set. The Cs-137 mean concentration in the Phase 1 and 2 parcels was 0.09 pCi/g, which is less than the mean background concentration reported in OPPD 2018d. Based on the parameters established by project-specific DQOs, confirmatory survey data do not provide sufficient evidence that Cs-137 concentrations in the non-impacted land areas are greater than background.

D.1 PROJECT HEALTH AND SAFETY ORISE performed all survey activities in accordance with the ORAU Radiation Protection Manual, the ORAU Health and Safety Manual, and the ORAU Radiological and Environmental Survey Procedures Manual (ORAU 2014, ORAU 2016a, and ORAU 2016b). Prior to on-site activities, a work-specific hazard checklist was completed for the project and discussed with field personnel. The planned activities were thoroughly discussed with site personnel prior to implementation to identify hazards present.

Additionally, prior to performing work, a pre-job briefing and walk down of the area were completed with field personnel to identify hazards present and discuss safety concerns. Should ORISE have identified a hazard not covered in the ORAU Radiological and Environmental Survey Procedures Manual (ORAU 2016b) or the projects work-specific hazard checklist for the planned survey and sampling procedures, work would not have been initiated or continued until it was addressed by an appropriate job hazard analysis and hazard controls.

D.2 CALIBRATION AND QUALITY ASSURANCE Calibration of all field instrumentation was based on standards/sources, traceable to National Institute of Standards and Technology (NIST).

Field survey activities were conducted in accordance with procedures from the following ORAU documents:

  • ORAU Radiological and Environmental Survey Procedures Manual (ORAU 2016b)
  • ORAU Radiological and Environmental Analytical Laboratory Procedures Manual (ORAU 2017)

Quality control procedures include:

  • Daily instrument background and check-source measurements to confirm that equipment operation is within acceptable statistical fluctuations.
  • Participation in Mixed-Analyte Performance Evaluation Program and Intercomparison Testing Program Laboratory Quality Assurance Programs.
  • Training and certification of all individuals performing procedures.
  • Periodic internal and external audits.

D.3 SURVEY PROCEDURES D.3.1 SURFACE SCANS Scans for elevated gamma radiation were performed by passing the detector slowly over the surface.

The distance between the detector and surface was maintained at a minimum. Specific scan minimum detectable concentration (MDCs) for the sodium iodide (NaI) scintillation detectors were not determined as the instruments were used solely as a qualitative means to identify elevated gamma radiation levels in excess of background. Identifications of elevated radiation levels that could exceed background were determined based on an increase in the audible signal from the indicating instrument.

D. 3.3 SOIL SAMPLING Surface (0 to 15 cm) soil samples were collected using a clean garden trowel and placed into individual containers. Each sample was labeled with pertinent information and maintained under direct custody of ORISE personnel for the duration of the trip. Individual samples and external shipping containers were affixed with security seals prior to shipment.

D.4 RADIOLOGICAL ANALYSIS D.4.1 GAMMA SPECTROSCOPY Samples were dried, mixed, crushed, and homogenized. A portion of the prepared sample was sealed in a 0.25-liter Marinelli beaker. The quantity placed in the beaker was chosen to reproduce the calibrated counting geometry. Net material weights were determined and the samples counted using intrinsic, high purity, germanium detectors coupled to a pulse height analyzer system. Background and Compton stripping, peak search, peak identification, and concentration calculations were performed using the computer capabilities inherent in the analyzer system. All total absorption peaks (TAPs) associated with the reported radionuclides were reviewed for consistency of activity. Spectra were also reviewed for other identifiable TAPs. TAPs used for determining the activities of reported radionuclides and the typical associated MDCs, are shown in Table D.1.
