SUMMARY

OF MARCH 27, 2024, MEETING WITH OMAHA PUBLIC POWER DISTRICT, ON SUBMITTAL OF PHASE 1 FINAL STATUS SURVEYS (EPID L-2024-DFR-0000)

On March 27, 2024, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Omaha Public Power District (OPPD). The purpose of the meeting was to discuss OPPDs planned submittal of Phase I of their final status surveys (FSSs) for the decommissioning of Fort Calhoun Station, Unit 1. The meeting notice and agenda, dated March 15, 2024, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24075A099. A list of attendees is provided in the Enclosure.

The NRC staff began the meeting by providing a presentation (ML24102A162) on the NRC process for reviewing FSS reports. The goal of this presentation was to provide stakeholders and the public context on the FSS process and to describe how NRC reviews FSS reports for open land areas and structures, and to explain the questions the staff seeks to answer through review of the FSS reports.

The licensee presented information (ML24102A188) on the purpose of the submittal and basic process information for planning FSSs, an overview and scope of what will be in the submittal and the guidance used to develop Phase I of the FSS reports. In addition, the licensee described the schedule for the submittal of Phases II through IV of the FSS reports.

The NRC staff and OPPD representatives then discussed how the review of the FSS reports would be documented and what data would or would not be needed in the FSS reports for NRC review. There was also a discussion about the methods the NRC staff could use to review the FSS reports and data such as through conducting onsite audits. Finally, there was a discussion between NRC staff and OPPD representatives on the timeline of review and the variables that can impact the review such as the quality of the submittal, NRC staff workload, and other factors. It was agreed that it would be good practice to maintain open communication during the process and for OPPD to let NRC know as far out as possible the expected submittal dates of the FSS reports so that NRC can plan resources to ensure the timeliest review schedule.April 22, 2024 Signed by Parrott, Jack on 04/22/24

OPPD communicated that the schedule for Phase I and Phase II submittals are planned for April 2024 and July 2024 respectively. OPPD also emphasized timely clarification calls, requests for supplemental information, and feedback from NRC on observations from the Phase I review so that the submittal for Phase II FSS reports can reflect that feedback before submittal.

Members of the public were in attendance. There were no public questions at the conclusion of the meeting. Public Meeting Feedback forms were not received.
