3 FCS Phase 1 FSS Pre-Submittal Meeting Purpose
- To discuss the basics of our submittal and the timeline for review
- For the License Termination process, the site is broken into smaller land units Radiation surveys are performed on those units based on their impact classification (I, II, or III)
Class III units are the least impacted by radiological activity of the 3 classifications
- The surveys involve a high volume of paperwork to document all the required data 1000s of pages
4 Final Status Survey Basics Measurements and samples are collected to determine the final radiological conditions of remaining structures, basements (including penetrations), soil, buried piping, and fill that was used during demolition at the time of License Termination Final Status Surveys (FSS)
5 Final Status Survey Basics Radiological Criteria for License Termination Criteria for Unrestricted Use in 10 CFR 20.1402:
- Dose Criterion: residual radioactivity that is distinguishable from background radiation results in a Total Effective Dose Equivalent (TEDE) to an average member of the critical group that does not exceed 25 mrem per year, including that from groundwater sources of drinking water.
- ALARA Criterion: residual radioactivity has been reduced to levels that are as low as reasonably achievable (ALARA).
6 Final Status Survey Basics Given the large volume of paperwork
- Data is submitted in phases
- Makes reviews and documentation easier The Fort Calhoun Station (FCS) 1st phase is ready for submittal
- Will be followed by at least three more
- The final submission will be after removing the last radiological material from site
7 Methodology, Technical Input & Regulatory Guidance Utilized to Develop the Phase I Report The Phase 1 Final Status Survey Final Report (FSSR) and Survey Release Records (SURs) were developed in accordance with the following documents:
- NUREG-1757, Volume 2, Revision 1, Consolidated Decommissioning Guidance
- Characterization, Survey, and Determination of Radiological Criteria,
- NUREG-1575, Multi-Agency Radiation Survey and Site Investigation Manual, (MARSSIM),
- Chapter 5 of the Fort Calhoun Station Decommissioning Project License Termination Plan, and,
- LT/FSS Group Plans and Procedures.

10 Phase I FSSR Survey Results
- The survey units addressed in the Phase I FSSR have met the DQOs of the FSS sample plans developed and implemented for each unit.
- In each survey unit, all identified radionuclides of concern (ROC) were used for statistical testing to determine the adequacy of the survey unit for FSS, and sample data passed the Sign Test.
- No judgmental or investigational measurements exceeded the sum of fractions (SOF) of one when compared to the Operational DCGL (OpDCGL).
- A Retrospective Power Curve showed that adequate power was achieved.
11 Phase I FSSR Survey Results The survey units addressed in the Phase I FSSR have met the DQOs of the FSS sample plans developed and implemented for each unit (cont)
No anomalies were identified during the performance of the FSS.
Each of the survey units was properly classified.
In accordance with the LTP Section 5.10, all the Phase 1 survey units meet the release criteria.
12 Phase I Final Status Survey Report Lessons Learned and Precedents The Project incorporated the following Lessons Learned when developing the Phase I FSSR:
- Added multiple layers of reviewers, up to the corporate level, to ensure accuracy of documentation.
- Limited the number of survey units in each phase. We are challenged by the schedule in the later phases of the FSSR but are evaluating ways to break phases III
& IV into more manageable reports.
- Added Radiological Assessment (RA) data to release records like data for excavation RAs that happened beneath the soil of a survey unit.
Submittals will closely resemble the LaCrosse BWR FSS Reports
13 Phase I FSS Report Review Timeline
- Timeline for review and feedback
- Licensee would like to request that comments or information requests be provided at least a month prior to the submittal of the Phase II FSS Report This will ensure that we can implement any learnings from the NRC review and incorporate them into the Phase II FSSR The Phase II FSS report is currently scheduled for submittal by the licensee at the end of July 2024
- Reports for phases III and IV are scheduled to be submitted in July 2026 and September 2026, respectively
